It has been two (2) years and six (6) months that this website was closed.  Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.  
 
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA.  Thus  here I am re-opening the website pro hac vice for my grand exit. 
 
This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me.

This is to report to you the activities of LBPEA NEB for 2 days at LANDBANK Plaza.

June 16
LBPEA NEB Meeting-
The LBPEA NEB sent an acknowledgment letter to Malacanang with a final note that we are looking forward for the immediate approval of the interim increase.

Preparation for the CNA negotiation was lightly discussed considering that notice to convene the two panels-labor and management was already received by LBPEA.

The group was informed by VP Meera about the prayer rally between 12:15 to 12:45. There was no discussion as to what will happen during the prayer rally so we thought it was the same rally that we used to do. In other words, the LBPEA NEB has no idea about the media coverage. We were only informed by VP Nanet on 12:10 that UNTV was there.

I salute UR Bong Uvas for his effort to contact this UNTV but it could have been very effective if the LBPEA NEB was informed about it by VP Nanet who all along knew about the coverage.

There was also plan about bringing placards and a peaceful assembly outside the bank but this fact was not relayed to the other members of the NEB. I was honestly surprised about the events had it been discussed beforehand we could have done much better.

I understand the frustration that Ms. Saida, Louie, and the rest of the URs felt about the incident during the prayer rally. Miscommunication or lack of it has caused disappointment during the rally.

Prayer Rally:
The prayer rally was well attended because most were expecting it will be made outside the bank with placards and media coverage.

The interview of UNTV was at the Figaro and present were VP Shirley, VP Nanet, Sec Gen Weng, Director Sonia, and Director Tess.


June 17 morning-Meeting with Management:
At 10am a meeting was held between the Management represented by SVP Cabreza, Atty. Cervantes, and AVP Pablo and the LBPEA NEB. VP Shirley came when the meeting was almost finished she said she was not feeling well. So the rest of the NEB were the ones who bore the grunt of the management's anger over the media coverage. SVP Cabreza came in really serious and obviously angry. She said that there was no notice to them about our going into media since LANDBANK as an institution is part of the issue being covered. Aside from that there was a meeting held between Management, MMOAI, and LBPEA after receipt of Malacanang letter and an agreement was made that any action in the future will have prior notice to the management.

We were asked by SVP Cabreza if there was approval of the Board, it was Alvin Arriza who bravely answered that there was approval of the board considering the fact that we have already waited so long for the salary increase. And in addition to Alvin, I also made mention that there was previous agreement between the URs and NEB that we would go into media coverage and publications. After much justification from the NEB, SVP Cabreza toned down.

She told us that we are a family and they will also be benefited by this interim increase once approved thus we have to work together.

Interim Increase:
She informed us that DBM has finished the study and is preparing for its presentation before the TFCC for its recommendation and then approval of Pres. Aquino. Director Diaz is also making follow-ups every other day with DBM. She said that with the formal notice from Malacanang our interim increase is already approved by the TFCC and we are only waiting for the percentages.

Proposals:
A proposal was made by Tess Limjap that a soft loan be granted which will be deducted from the interim increase as an assurance that there is indeed an interim increase. If not a loan, suspension of HMO deduction was considered. SVP Cabreza is also considering them but the proposals will still be studied by the management.

ACA/PERA:
A legal opinion is sought by the management if we are entitled to such. MMOAI thru Atty. Malab already sent their appeal to the management for its release. While LBPEA made its request last January. But SVP Cabreza told us that we should have our interim increase first before the other benefits including TAB will be pursued.

GOLD WATCH for 20 yrs:
An advisorty was requested from the management regarding the gold watch since employees who reached 20 yrs from last year up to the present were not able to receive the watches yet. The delay on the procurement of watches was due to COA exception that the equivalent amount for gold watch for 20 yr service is more than those received by employees who reached 25 yrs.

June 17 afternoon- UR Meeting:
The URs were informed about what transpired during the meeting with the management.

Emotions were high as there were heated arguments about the failed plan during the prayer rally.

The body came to an agreement to call a general assembly for the head office based employees and the NEB Directors on June 23-thursday between 12:00-1:00PM. The General Assembly will decide as to the actions that LBPEA will undertake at the head office for our interim increase. The Directors from outside head office will gather consensus on the concerted activities in their respective areas.

There maybe no formal notice but the management is already aware that LBPEA will ask help from the media. In fact there were articles that came out of the newspapers already. Had they given regular updates, thru LBPEA, on their actions to our request cguro hindi hahantong sa ganito. Did they pursued the proposal wholeheartedly. Cguro hindi, umabot ng mahigit tatlong taon eh! at hangang ngayon malabo pa rin.

Mam Sonia, how about the update on meeting with malacanang?

Now, it appears that they are one with us in fighting for our cause. Only after appropriate actions were initiated by the ranks… only after feeling the pressure that we mean business…They are now getting their heads out of the sand to face the “inconvenient truth”. Does this mean that every action that LBPEA will take henceforth requires prior notice of management? Kinailangan ba na inotify sila nung nagpadala tayo ng petition sa Malacanag? Kung lahat ng past actions natin ay ipaalam sa kanila, ganito kaya ang naging resulta? … Ilang sulat ang ipinadala sa kanila asking for updates or data sa proposed pay plan, binigyan ba ng kaukulang pansin? Sa aking palagay, kaya tayo dumidiretso sa press at malacanang ay sa dahilan na wala tayo nakukuhang suporta sa kanila. Pakitama na lang kung mali ako dito... Sana kung sinuportahan nila yung mga actions natin mula pa sa simula, dina sana tayo natuntong sa ganitong sitwasyon na naghahabol ng oras. Sa mga pangyayari sa atin ngayon, isang bagay ang napatunayan, management is not taking LBPEA lightly because our officers are standing their ground fighting for our rights. By the way, Happy Father's Day to all the fathers in this website! Sa mga tigasin at ulirang ama, rest day nyo po ngayon hindi muna po kayo tigasaing at tigalaba.

This is in response to the query of semaj501- "Does this mean that every action that LBPEA will take henceforth requires prior notice to management?"

Not necessarily all, only action which would pose as a reputational risk to the bank. Otherwise if all action will require prior notice, it would already be tantamount to restraining or coercing employees in the exercise of their right to self organization which is unfair labor practice under the law.

The DBM does the study as stated in the letter of Exec. Sec. Ochoa. As we all know, the TFCC is composed of Secretaries of DBM, DOF, CSC and Exec. Secretary. This four will not do the details/computation or the nitty gritty of our salary increase. The DBM will present to the TFCC the percentages of our salary increase. The TFCC will make the recommendation to Pres. Aquino for his approval.

At this time, we have to believe the official communication of Malacanang that we have an approved interim increase by the TFCC because it is our only proof. Beyond that, we would only be frustrated making speculations on the procedure because we are not privy to it. It is best that we continue praying and think of solutions on how we would be able to convince the TFCC to convene because time is running fast towards the effectivity of the GOCC Act.

Sobrang laki ata ang figure na inapprove TFCC kaya natatagalan at nahihirapan DBM mag decipher. Baka taon pa ang aantayin bago ma study ng maigi yung sinasabing percentage inbcrease. Mahigit 9 months na nacreate and TFCC na yan at expired na nung Jan 31, 2011 ang deadline nila, hanggang ngayon, study pa rin. Sabagay, naextend din pala 1 yr ang Elem at HS education, no wonder! he he he

Thanks mam Sonia.. So is it clear to say that as of last update from SVP Cabreza, ang hinihintay na lang natin are the recommendation of TFCC and Pnoy's approval? Two steps to go? Sana nga po ganun na lang at makakapasok na within those 9 working days na natitira..

The management should at least make representation, in behalf of the R&F, to request the TFCC (the DOF Secretary being a member of the TFCC and Chairman of LBP Board) to convene for the purpose of approving and endorsing the revised proposal to the President. I will try to believe they are. Because if not and we setback and relax, for sure the TFCC will not convene accidentally in itself. We will have the most anxious 10 days of our lives.

Anybody knows what the PEZA R&F/labor union is also up to? Isa sila sa dalawang subject duon sa na aaprove ng TFCC interim increase dba? Baka mag hintay and TFCC sa kanila or tayo nalang kaya and hinihintay.

For Mam Sonia:

From your meeting with the management's representatives, did the latter make an explicit pronouncement that our peaceful assembly/prayer rally with media coverage poses reputational risk? From that meeting, was there an expressed prohibition from SVP Cabreza on LBPEA's resorting to media? What is the consensus of the LBPEA-NEB as to the involvement of the media in our subsequent actions? Is the issue yet to be discussed in the upcoming general assembly? Should we decide again to broadcast our mass actions, will the LBPEA-NEB send prior notice to the management?

Undoubtedly, the management take these recent developments as reputational risks. Why are the rank and files staging protest actions? The answer will redound to the failure of the management. Our management, whose espousing of pro-activism became a mantra to us, failed to be pro-active by itself in this area concerning pay hike . Clearly, they take these things as reputational risk not on the side of the institution but rather on their own egos. Surely, if the unrest blow out of proportions, don't we foresee a dressing up of our top honchos from the LBP chairman and Pnoy himself? It is definitely tragic that these things have to happen when it is only a matter of days before the extended terms of our respectable top executives end by June 30.


In summing up the June 16 prayer rally, it is easier to accept that the absence of coordination was due to miscommunication than as a result of union politics.

With the gargantuan tasks and challenges still resting on your shoulders at so few a time remaining, we plead and implore you, LBPEA-NEB/Officers to set aside differences and please consider instead the multitude of LBP rank and file dependents whose fate for existence with justice was unnecessarily compromised in this crossroad.

For Pensar:

As your name connotes, you really made me think with your barrage of questions.

There was no explicit pronouncement that our peaceful assembly/prayer rally with media coverage poses a reputational risk but an insinuation to that effect since the media may exploit the issue to gain publicity considering the fact that our bank is number 4 in the banking industry. Neither was an. expressed prohibition made for LBPEA’s resorting to media but a request to avoid resorting to it. As we were told that Pres. Aquino shuns negative publicity on his administration and LANDBANK is under the Executive Department.

LBPEA NEB is open to the possibility of resorting to another media coverage should the general assembly decides. What we are trying to consider is the after effect of the activity should a bigger media outfit be resorted to like ABS CBN or GMA 7. As there are only 2 effects negative or positive. If it is positive, well and good for us our request would be granted. But what if it is negative, then at least the general assembly gave its imprimatur/approval.

Notice to the management about another media coverage, presumably if it is a general assembly’s decision it will not be kept secret the management would eventually know it.

I refuse to entertain the idea that union politics got in the way of what could have been a very good initial exposure to media had there been planning and coordination but perhaps it was just another misjudgment.

In case there is one, and yet wont permit an LBPEA representative's shadow with him, I hope we get the message saying "to each his own". Should these scenarios occur, we need to be ready with our rather subtle actions inclusive of making use of the power of the media.

Though it struck me quite late, may I ask why do we have to wait until June 23 (Thurs.) to call for a general assembly when we are already in the nick of time?

Hanggang ngayon ba'y nag-study pa rin sila.isang taon na yan TFCC wala pa ring nagawang rekomendasyon.Image lang pala ang importante sa kanila? Bakit hindi nila madaliin ang kanilang study para mawala ang image ng admin nila na masyadon mahina.

Isa pang problema natin iyong mandatory leave ng employees kong itanong natin sa personnel during EROP seminar walang daw silang alam.Balik na-implement nila sa regions wala naman palang order ito. Mga manhid talaga ang management natin.ayaw nilang maibsan income natin at baka mabawasan malaking sweldo nila mga garapal.

One of the proposals on our 4th CNA is that the surprise leave must not be chargeable to the 5-day mandatory leave. Our CNA negotiation will start on the 2nd week of July. We will inform you of any development in this regard. Thanks!

For Pensar:
We have SVP Cabreza and Director Diaz as our links. SVP Cabreza attended meetings with DBM during the study of the proposed percentages. While Director Diaz a former DBM Consultant is our link to the TFCC. He is also making follow-ups almost twice in a week according to SVP Cabreza. Updates were also given to LBPEA Officers and we also made sure to keep the ranks informed by posting them here.

On your suggestion to have a representative from LBPEA to work in tandem with our management for the purpose of obtaining first hand information.This is good but the propriety of such would be questioned since we had several meetings with Director Diaz who assured us that he is making follow-ups with the TFCC. The members of the TFCC are all Cabinet Secretaries. Let us consider the scenario where an LBPEA representative is tagged along by Director Diaz in going to the TFCC. The message that we are trying to get across is that we do not trust our Director. Pardon me for being analytically cynical but it is how I perceived it to be.

Although, I am considering the possibility of LBPEA sending letters individually to these four members of the TFCC literally begging for them to convene at the soonest possible time stating our fears on the effectivity of the GOCC Act by July 1.

The schedule for the general assembly meeting was agreed upon during the UR meeting. We cannot be accommodated at the DM Hall on Tuesday and Wednesday as there will be activities on those days so we opted for Thursday-June 23.

I strongly agree sir. But the officers/NEB has no stand at all. They are divided and majority of them think of their individual opinion/interest rather than the good of all. Most of them wants to just wait and wait... give the management a chance because according to them the management is doings its best to have the interim salary increase approved. While this maybe true, but we should remember officers of landbank has nothing to lose. Their salary is soaring high already. Its for the ranks to lose...

My opinion: Kung meron man talagang interim increase, ibibigay talga yan sa atin. Kung meron man talagang katotohanan yan, lalabas at lalabas din yan. At yung katotohanan, sana pabor sa ating mga r&f.. Pero sana naman, ibibay na nila sa atin.. My God, ang tagal na tayong naghintay... Isipin nyo, 4 years na tayong walang increase hanggang ngayon hindi pa rin nila nagagawan ng paraan? Ano itong so-called study sa interim increase natin, pang 4 year course? which is kelangan pa nilang gagraduate bago tayo mabigyan ng increase? e kung bagsak sila sa kurso, e di wala tayong increase? Hay naku, tamaan sana kayo ng kidlat at masama kayo sa baha sa cotabato at maanod kayo at kainin kayo ng buwaya!! para maramdaman nyo ang sama naming mga r&f.. Palibhasa kayong mga nasa itaas at malalaki ang sweldo, hindi nyo nararamdaman ang sakripisyo ng mga r&f... Kasi nga, mayayaman na kayo at hindi nyo na kailangan ng increase... Kaawaan sana kayo ng Diyos ang naway patnubayan ang inyong mga desisyon.....
