LBPEA NEB REGULAR MEETING

The LBPEA NEB held its Regular Meeting on October 19-20, 2011 at the LANDBANK Plaza.

The following matters were taken up during the meeting:

1. RELEASE OF 100% PF HOUSING FUND DIVIDEND
A resolution was passed requesting the PF Board for the release of 100% housing fund dividend on December since we do not expect any additional benefits during that month. Hence, the dividend will answer in anyway it can for holiday season expenses of the LANDBANKERS.

2. RELEASE OF REMAINING FUND ON HMO SELF-INSURANCE
Likewise, a resolution was passed for the release of the remaining fund on Self-Insurance. LBPEA was able to manage well our self-insurance fund when MEDSERV was terminated. This self-insurance scheme was the 1st major test of endurance for LBPEA and fortunately we were able to survive.

Those who will be refunded are employees with utilization rate of 80% and below. Pro-rata distribution of the remaining P5 Million fund will be made. LBPEA is currently on the process of finalizing the list of employees who are entitled to refund.

This will be presented for approval to the Regional Governors during the Annual Convention comes February 2012.

3. ECONOMIC ASSISTANCE FOR P25K
LBPEA also passed a resolution requesting for a one-time economic assistance due to the recent typhoon and calamities which affected majority of the LANDBANKERS.


LBPEA NEB VISITS TUGUEGARAO

Seven (7) members of the LBPEA Board went to Tuguegarao on October 20 to attend the Wellness Program in the Region 2 upon invitation of LBPEA Reg. Gov. Bong Cepeda.

The LBPEA NEB traveled 12 hours by land from Manila on October 20 at 8:00 PM to reach Tuguegarao by 8:00 AM the following day. It was definitely a back-aching trip but nevertheless the delicious pancit cabagan and batikol of Tuguegarao sumptuously soothed the pain.

Tuguegarao is hottest by day but cold by night. It is located in the northern part of Luzon. It was in this place that the highest warm temperature was recorded last summer.

In the LANDBANK statistics, Region 2 is the number 1 Performing Region in the country as mentioned by FVP Wesley Magnaye-Group Head during his speech at the Wellness Program.

A visit to the different units in the Regional Office was made and pictorials were done. Thereafter, a meeting with the employees at the Tuguegarao Branch was held. It was a free flowing informal meeting and more of a question and answer type where the LBPEA NEB members took turn to answer queries.

On the evening of October 21, a Fellowship Party was held at the floating function hall of the Meynard Resort. The resort is astonishingly beautiful with 2 swimming pools where one pool has mechanical 8 waves. The ambiance of the resort was really relaxing.

As expected there was a videoke, Tuguegarao employees belted out songs that even SecGen Weng Leones was obliged to sing despite the fact that she had not sung in any of our LBPEA activities for the past 4 years. It was historic for Weng.

On October 22, the Wellness Program of Region 2 was held. There was cheers and yells contest. The Officers and employees gave their best cheering and dancing skills during the contest. Then fitness activities- fun and games followed.

Pls make clarification on the HMO Self-insurance, ano po ba yan? Lahat ba ng empleyado na nag enrol sa HMO na nka utilize ang mka benefit nito? For clarification lng po

ang irerefund po ay ang natirang fund noong MEDSERV HMO self-administration (Aug. 1, 2009 - Dec. 31, 2009). lahat po ng naka-utilize ng more than 80% ay wala nang refund na matatanggap. yun lamang pong mga below 80% ang meron (pro-rated).

Ito ay para sa mga empleyado na hindi naubos ang hmo premium payment after deducting ang amount ng hmo usage-hospitalization and check ups. Kung may balanse sa hmo premium mo na 20% and above pwede ka maka benefit. In other words, ang nagamit mo sa hmo premium mo ay 80% or less. Halimbawa ang binayad mo na premium ay P20T (100%) at ang nagamit mo ay P15T (75%) so may balanse ka na P5T (25%). Itong P5T na ito hindi po buo na matatanggap mo magiging numerator lang sya sa pro-rata distribution.

how bout those employees who did not use or avail it? you mean to say we have a refund for that???

Absolutely YES Uragon! Those employees who were not able to use their hmo during the MEDSERV time in 2009 will receive REFUND.

Ang computation ay combined na yan sya kasi ng mag enrol tayo isang enrollment form lang po at isang deduction lang lahat sa principal.

@Sonia/Batman: Paano po ang pagdetermine utilization, individual ba ang determinant
(per plan holder) or per member/employee basis with the QD/EFM taken as a
whole?

Ang payment po sa EQD natin ay dineposit po deretso sa account ng MEDSERV. Hindi po sa HMO Fund natin. So ang payment na yon ay hindi po binalik ng MEDSERV sa atin thus sa computation ng LBPEA ay hindi na include ang EQD.

Sa totoo lang 2nd time ito in 4 years na lumabas ang LBPEA NEB sa other areas. Ang LBPEA ngayon ay mas matipid po kaysa LBPEA noon.

Ang meeting po ng LBPEA NEB sa head office palagi at sa intramuros lang ang mga officers naka house. Yong time po ng dating LBPEA ay outside head office po palagi meeting nila at sa hotel po palagi naka house ang officers. Hindi nyo po alam yon kasi wala namang information na lumalabas dati kung ano nangyayari sa LBPEA. Pero ngayon you are privileged to have this website and the facebook as sources of information para malaman nyo ang lahat ng activities ng LBPEA. In this way naging trasparent kami sa inyo.

After all the hardworks that your LBPEA officers now have done for you and all the ranks, we deserve a little break. And it is part of our obligation to visit the LBPEA members in other units and in other parts of the country.

Naging maganda lang ang pagka sulat ko ng travel namin kaya it seemed really exciting pero kung sabihin ko ang totoo na nasakripisyo ang time sa pamilya namin, kulang tulog namin dahil sa 24 hrs na byahe by land at grabe sakit ng katawan namin. Magiging unfair para sa mga LANDBANKERs doon sa Tuguegarao na maganda ang pag tanggap sa amin doon.

short history lang po.

Medserve supposed to serve us for the period July 1, 2008 - December 31, 2009. but sad to say, their performance became unsatisfactory and could not serve us well as early as April 2009. there has been many approaches crafted yet they still could not give us good service. the NEB together with our regional governors and vice governors (also with the petition of our members) decided to cut our contract with Medserve effective August 1, 2009. LUCKILY we have 5 months remaining premium which is not yet paid to Medserv. the said remaining fund was then used in our Self-Administration of Self-Insurance. the guidelines that we used was drafted by our very own Director for Visayas - madam sonia (tinkerbell), former Director for Northern Mindanao - Atty. Kenz Sajili, and Director for Southern Mindanao - Jaime Prado. yours truly was designated as the Fund Manager with the help of our directors and other NEB in H.O.

out of this fund, we deducted the following:

-reimbursements of LBPEA members and QDs pending with Medserv

-refunds the remaining balance of premium of EFMs of LBPEA members

-in-patient hospital bills of LBPEA members and QDs (aug.1-dec.31, 2009)

-reimbursements of medical check-ups and out-patients bills of LBPEA members and QDs.

after all deductions has made. we have this remaining fund that is proposed to be distributed to those members with 80% and below utilization (inclusive of QD's utilization).

tama ka, lbpea neb needs a break, after all what they did for us the increase, mip and the rest na pwede pang tanggapin, naghirap din kayo dun, tama? at isa pa meron din naman kayong ginawa at nagawa at maaring gagawin.

at least transparent kayo, unlike before, kahit nga uniform before middle of the year na makarating sa provincial branches, eh ngayon, entrada pa lang ng taon nandun ang new set of uniforms... two thumbs up ako dyan....

basta HUWAG nyo lang masyadong abusuhin and kaban ng LBPEA kahit transparent kayo sa mga gastusin, peace ..........

paano po kami na under pa sa LBPSC noong 2009 na hindi naman po namin nautilize ung premium...kasali po ba kami..nagtatanong lang po..

salamat jotags! thumbs up din ako sayo at least pranka ka..may opportunity din kami na maipaliwanag ang part ng LBPEA...one proof na iniingatan namin ang kaban ng LBPEA ay itong pag distribute namin ng remaining P5 Million from the self-insurance fund kasi sa totoo lang pwedeng hindi ito ibalik kasi bayad yan sa insurance na kahit sa anong insurance company pag bumayad tayo ng premium ay wala ng binabalik sa atin. But this time po binabalik namin para wala naman kayong masabi pagkatapos ng term namin next year.

About your concern on LPA being nailed to PG 6, one of the issues we took up with Mam Jojie during our visit with her is on the parameters which affected most promotions and also those employees which were not moved or promoted for so long. She informed us that PAD is now reviewing on the parameters. This concern is also one of the agreements outside CNA which LBPEA and management will work together to address the problem.

For Lynn and Genny:
According to Mam Jojie our Personnel Department is currently going over our staffing parameters to include the DAC people. There is no new parameter for DAC yet so we still have the old parameter. We also raised our concern on those employees which were not moved/promoted for so long.

In our outside CNA agreements, one provision agreed upon between LBPEA and management is for the review/setting of the parameters wherein representatives from LBPEA would be present.


For alut5724:
LBPEA requested for this one-time economic assistance for all employees although we have apprehension as to its approval considering the fact that our Board has no power to approve additional benefits for us even our CNA incentive was lodged to soft-loan. However, we are still hoping for the best for us all.

sir batman,tanong lang po kung kasali ba sa nov 15 yr end bonus ang diffrntial para sa midyear bonus natin?

yung matatanggap po nating 2nd half ng 13th&14th month bonus sa Nov15 ay adjusted na po kasama yung differential nung natanggap natin nung May2011.

Thank you very much for answering my queries because for so long DAC personnel movement is very far from truth due to the issue on parameters.

tama po yan madam sonia, but this is not only applicable to DAC but it is also applicable to other positions in the bank
