| REPORT ON LBPEA NEB ACTIVITIES FOR DECEMBER 2011 by SONIA D. BROTARLO - National Director for Visayas 1. The LBPEA National Executive Board held its regular meeting on December 15-16, 2011 at the LBPEA Office, LandBank Plaza. 2. A Christmas Party of the NEB and Unit Representatives in the afternoon of December 15 was successfully held. 3. LBPEA NEB had a meeting with SVP Jojie Cabreza, Head Corporate Services Sector(CSS) at her office in the 33rd floor on December 16. The following matters were discussed with her: a. Step Increment She informed us that there will be an MIP 1-Step Increment on January 2012. We asked for copy of the schedule/plan of increase but she told us that it is still under preparation and a copy will be provided to us as soon as finished. b. Re-engineering of ADBS Mam Jojie chairs the Change Committee on ADBS. The Lending Centers will have a separate Sector from the Banking Operations. DAC will be in the same Sector with LC while the AOC will be under the Office of the President -Executive Sector. She assured us that there will be no dislocation, displacement or no adverse effect on the ranks because only the officers will be affected. Thus, SIP is not in the picture. The proposed implementation for the splitting of ADBS will be on March 2012. c. Loan for HMO payment in excess of TAB Our management will not anymore advance the payment in excess of our TAB as it was subject of recent COA exception. Instead, the payment will be made through a PFO Loan Facility at a minimal cost but will not be subject to monthly deduction. The payment will be deducted from our other benefits. Only the payment for principal and QDs was considered. LBPEA requested that EFMs payment will be included also in the PFO Loan but we will have to wait for update on this regard. d. Gold Watches for Length of Service Award The negotiated procurement process is ongoing, we will inform you as soon as the supplier is already selected. e. ACA/PERA The management is closing the issue on ACA/PERA since the LANDBANK Board has no power to approve additional or new benefits. Mam Jojie informed us that the GCG has already started convening and initial meeting was already held. Reports were also requested from financial institutions like us. There was even about talk about commissioning Watson Wyatt for the compensation study of financial institutions. As we all know, Watson Wyatt was previously commissioned by LANDBANK in the study of our payplan. ************************** Medicard - HMO Provider for 2012HMO Committee was able to negotiate for NO increase in HMO premium this 2012. The lowest plan is P600.00 and no more plan P500, P700, P900. There will be incremental fee for rooms in excess of our plan thus it is advisable to get a plan equivalent to the prevailing hospital room rate in our respective areas like if the minimum private room is P1,200 we should get plan P700. The HMO Application Forms will be distributed within the week. | |

PEC 60k.. yan lang ba ang ma avail ng EFM if may sakit sya kung ang babayaran ay yung PEC 60k limit lang??? | |

Ang PEC ay Pre-Existing Conditions during sa time na pag apply mo ng hmo ng EFM mo at sya ay may sakit/karamdaman na high blood or diabetes etc ito ay tinatawag na PEC.
Kung may PEC ang EFM sa plan p600 ang premium mo ay P20,610.00 sa buong taon ang ABL ay P100T lang ang pwede nya ma avail sa hospitalization or outpatient check ups.
Ang ABL or Annual Benefit Limit ay ang limit sa buong taon sa expenses nya sa hospital or check ups.
Kung ang ABL na gusto mo kunin para sa EFM mo ay P60T lang sa buong taon, ang babayaran mo na premium ay P13,110. So kung mababa ang ABL mo mababa rin ang premium na babayaran mo. Subalit ang mga gastusin sa hospital pag sumobra na sa ABL ay babayaran mo na out of your pocket.

| Sa deretsahan na sagot maganda ang HMO natin kasi lahat ng hmo ay matataas po ang singil sa atin during sa bidding process so far ang medicard lang po ang pinakamababa.
In three years po wala tayong increase sa premium sa principal at QDs ito po ang pinaglaban natin para hindi po tayong lahat mahirapan sa pagbayad.

| P13,110 premium at 100T ABL for EFM without PEC pero siguraduhin lang natin na walang existing na sakit ang EFM natin kasi malalaman din yon ng Medicard during hospitalization kung pre-existing ang sakit ang consequence po ay babaan nila ang ABL to P60T.

| Wala nga po increase sa premium plan pero inalis naman po ung mababang plan tulad ng 500,700 at 900.. e di mas mahal pa din ung babayaran natin ngayon.. pati ung sa extended family members nilagyan pa ng sa PEC.. | |

| jonaceljoy: Ang hmo insurance po isang negosyo hindi po yan sila papayag na mag insure sa atin para malugi lamang. Pinag aralan po ng HMO Committee ang mga proposals ng various hmo providers na nag participate during the bidding process at ang medicard lang po ang nakapagbigay ng ganito ka baba na premium pero subject po sa mga conditions. At ang pagbawas ng plans ay isa po sa napag kasunduan nila.
Ang EFMs po ay mostly matatanda ang mga naka enrol dito at ito ang may pinaka mataas na utilization ng hmo kaya medyo tinaasan nila in fact po ayaw na sana nila tumanggap ng EFMs.
Ang HMO Committee po ay composed ng representatives from top management officers, middle management officers, LIBI at LBPEA. Kaya nga po natagalan ang pagpili ng HMO natin na dapat november pa dahil sa mga bargaining na ginawa para hindi taasan ang premium. Kasi po kung taasan ang premium sigurado lahat po tayo ay magrereklamo dahil wala nga po increase ang TAB natin.

Does this mean that management is now willing to disclose data on our salaries? 2. Why still under preparation? The Interim Pay Plan was already implemented and it is assumed that that there is a basis/bases in applying the new pay scale. 3. Do we have a salary increase on top of the step increase next year? In any event, this is a positive development! | |

ang excess natin ay due and demandable agad.. so yung walang pera mag loloan agad...
when po deadline ng babayarin???

| Ma'am Sonia, tanong ko lang po.. why not consider Caritas as our HMO provider? Kung di ako nagkakamali, meron silang plan na 5 years to pay, more or less P20,000 per annum, pero 10 years ang coverage ng plan. Ang maganda pa dun, meron tayong maki-claim na 70% of the premiums paid which is more or less P70,000.00 on the 10th yr.. | |

| Maam Sonia, ask lang po kami what happen to the excess med. premium na ang LBPEA ang naghahandle. kasi po if we are not mistaken LBPEA posted na i distribute ito sa mga naka avail lang ng less than 50 or 70%? what happen now ? we're just asking! Pwede mabigyang linaw maam sonia? | |

| Sana mata-asan ang TAB, kasi pag tiningnan, marami sa kasamahan natin ang me edad na at segurado ako na palagi na itong mag pa check-up , yung mga bata naman , may mga anak na malili-it pa at nangailangan rin regular na check-up. Sa present na situation ngayon, ang TAB natin ay naka alligned lang talaga sa member, kaya pag nag enroll ka nang asawa o anak o EFM segurado ,malaki-laki rin ma ang ma loan mo . Paano nalang kung kapos na yung net take home pay mo? I allow kaya nang management na maka pag loan pa rin ang employee? | |

| semaj501: Its been quite awhile that you were on vacation honorable atty...welcome and merry christmas!
The management is indeed willing to disclose this step increment however we dont have idea as to the kind of preparation that is being done in this regard. Rest assured, we will provide you the data at the soonest time that we will be furnished.
As to whether we will have a salary increase on top of the step increment, this was actually asked during our meeting but then there was no definite answer yet.
xanxan: Our management is trying to find ways to help us in the payment of our excess hmo premium. A loan facility with PFO is being considered subject to minimal interest.
As to the deadline for payment, our HMO Committee will be having its meeting at 10AM this morning to finalize guidelines on HMO. Let us wait for HMO advisory within the day.
Edwin042801: There is a bidding process for selecting our hmo provider. Proposals are submitted by the interested providers to our HMO Committee. Caritas also joined the bidding however it did not win.
Genny: The excess in our HMO Self Insurance will be distributed by LBPEA after the Annual Convention on March 2012. Prior to the distribution of the fund, approval of the majority of the Regional Governors and Vice Governors representing the ranks is required. However not all the ranks are entitled to receive.
palosapis: A loan facility with PFO was mentioned to us by Mam Jojie last Dec. 16 for the payment of our excess in hmo premium. We will just wait for the advisory perhaps this afternoon regarding our HMO since the HMO Committee has an ongoing meeting this morning.
Our management cannot give us increase in our TAB because of this GCG Act. LandBank Board has no power to approve any monetary benefit for us. However, our management is considering to incorporate our hmo with our compensation plan for recommendation to GCG but only the employees will be covered.
LBPEA Officers bankwide, whoever wins in Nov 2012, will have to plan and make preparations for the 2013 hmo insurance of QDs and EFMs.
