| REPORT ON LBPEA NEB MEETING FOR NOVEMBER 2011 By SONIA D. BROTARLO – Director for Visayas
The Regular Meeting of LBPEA National Executive Board was held last November 24-25, 2011 at the LBPEA Office-LANDBANK Plaza.
The following matters were taken up: 1. Release of PF Housing Fund Dividend – The dividend is due for pay out not later than December 15, 2011 as approved by the PF Board. The income for distribution this December is only 80% compared to the income distributed last year. This decline on income is attributed to reduction in the interest on housing loan.
2. HMO Provider Selection Process- HMO Committee has not yet selected our HMO provider among the 3 remaining providers on the short list. Ongoing negotiation is being made to increase the ABL without increasing the premium. The committee is having frequent meetings to speed up the selection process thus we expect to have our HMO provider before December 15.
3. Gold Watch Token for 20-yr Length of Service Award As a result of the failed biddings, negotiated procurement will be done by the HOBAC by selecting one from among the interested suppliers. After the selection process, a mass production of the gold watches by the winning supplier is expected to be made since there are already a lot of employees - ranks and officers who are entitled to receive. Hence, there was no assurance that the gold watches will be procured within this December. The availability of the watches is expected to be within the 1st Quarter of 2012.
4. PERA/ACA – The LBPEA National Executive Board signed a follow-up letter addressed to Pres/CEO Pico for the release of additonal PERA/ACA.
5. Corporate Uniform for 2013 The Uniform Committee has commissioned a top couturier for LANDBANK Corporate Uniform by 2013. This is a uniform exclusively designed for LANDBANKERs. There will be 4 identical sets of uniforms for 4 days which means that we will be wearing the same design of uniform from Monday to Thursday.
6. LANDBANK Christmas Party at the Head Office will be on December 16. 7. COLA Case There was no latest development on the COLA case with the Supreme Court thus we are still awaiting for the decision on the Motion for Reconsideration filed by LANDBANK.
OTHER MATTERS:
1. NEW JOB APPLICANTS ACCEPTED AT PAD DM E. Barbosa made announcement that our Personnel Administration Department is accepting new job applicants.
2. PFO Concerns-
a. GSIS Loan Take Out Facility will be until end of December only. For both Metro Manila and provincial applicants, the release of payment will be made directly to GSIS Head Office.
b. New Forms for PF Loan Applicants for Loans must ensure that new forms are accomplished and submitted to the PFO to avoid delay on loan processing.

| Uragon: LBPEA NEB signed a resolution last October requesting for the one-time financial assistance but then we were informed that with the GOCC Act our LBP Board has no power to approve it.
All increases in benefits/salary or granting of new benefits will be subject to the recommendation of the GCG and for approval of Pres. Aquino this is provided for under the GOCC Act of 2011.

| Ang ibig po sabihin Lynn mahihirapan tayo mag pa approve ng new or increase in benefits dahil hindi pa natapos ang Implementing Rules ng GOCC Act at hindi pa nag convene ang GCG. So wala pa GCG na gumawa ng recommendation para sa approval ni Pnoy.

| Xanxan: We dont have loan facility for EFM, you could use part of your HF dividend or avail an APL with PFO. Actually, one justification made by LBPEA for the release of HF dividend is for hmo payment.
The situation now is different from what we were last year. As we all remember, we didnt have our salary increase and our one-time benefits were not given due to presidential order on freezing of perks. In other words, holiday season then was really bleak for LANDBANKERs as we were almost penniless.
However, with the 35% salary increase which majority of the ranks received, salary differentials, grocery allowance, year-end bonus, LBPEA has no urgent reason to ask for a new loan facility with PFO as we already have a pending soft loan.

| Day Son, ask ko lang kasi di pa naman fully implemented ang ating salary increase di ba? kasi interim palang naman ang binigay sa atin, ask ko lang if by January ba meron pa ba tayong step increment o dagdag sa basic natin gaya ng last year? | |

WHATTA HELL.... samantalang tayo kahit anu-ano na lang dahilan na kesyo batas, GCG, etc. etc. kaya hindi tayo makahingi ng dagdag...kung may ibigay man, in a form of a loan pa!!! ano ba yan... | Tama ka dyan Uragon, sa atin kasi sa LBP, pag may mga issuances regarding benefits sa government, palagi if not always na ang interpretation ng management ay favorable sa management at di sa employees. Pag may doubt, palagi na nireresolve sa favor ng Bank. Kabaliktaran ito sa dapat na interpretation sa labor na dapat pag may doubt, sa panig ng empleyado ang favor.
Di lang yan sa monetary benefits, kahit din sa mga issues relating sa employee-employer relationship. In fact, di lang sa interpretation ang issue, maraming beses din na pinapalitan ang mga rules at laws na di dapat. Take the case of COLA, leave privileges, etc.
Takot sila sa bos nilang Pnoy, utak wangwang daw ang ayaw pero tingnan naman ang ginagawa! | |

| oo nga po, Blitz...minsan napaka-unfair sa atin ng management at pamahalaan...tayo na todo-kayod para may maibigay na dividend sa gobyerno para may panggastos pero paghumingi, maraming cheche-buretche ang kakaharapin...ilan na lang jan ang COLA, ACA/PERA etc. etc. etc...para naman yun sa mga employees at hindi para sa iilan lamang....and the usual sagot lagi dyan... we are bound to observe the rules imposed for GOCCs and GFIs.... ano fa nga vah!!! hay naku!!!! | |
