REPORT ON THE
LBPEA NATIONAL EXECUTIVE BOARD MEETING

The LBPEA National Executive Board (NEB) held its regular meeting on March 24, 2011 at the LBPEA Conference Room-21st floor LANDBANK Plaza.

The following matters were taken up:
1. Approval of the HF loan interest reduction from 5% to 4% to take effect tentatively on May 2011
2. PF New Loan Facility for take out of GSIS Loan from GSIS rate of 12% to PF rate of 7% payable in 6 years to start on June 2011
PF required minimum monthly net take home pay after loan deduction is p4,000.00
3. The NEB requested for the release of MIP3-profit sharing 2nd tranche this April
4. The NEB reiterated its request from the management for a copy of the pay plan, increase in ACA/PERA, and the one-time release of financial assistance. This financial assistance was the P10t we requested last December which was denied due to EO 7.
5. On HMO Plan Upgrading
The requirement of medical laboratory examination was waived and the plan applied for by the principal cardholder will be considered as is by medicard subject to downgrading of plan should a dreaded disease be diagnosed.
6. On Salary Increase
In a recent meeting of the LANDBANK BOD and copy of the minutes was provided to the NEB our Directors are cognizant of our plight and expressed their solidarity with us. Excerpt from the minutes stated that:
As a matter of solidarity the non ex-officio members decided that some of them would defer receipt of whatever compensation that has been provided under EO 24 until such time that the proposal on the Bank's pay scale increase is approved.

Our resolution is now being reviewed by Julia Abad-Head of the Presidential Management Staff and daughter of DBM Secretary Abad.

MIP3 2nd TRANCHE?

The one time financial assistance was the P10t we requested last December which was denied due to EO 7 but we are hoping that it will be given to us since the EO was already superceded.
MIP3 profit sharing is usually given in 3 tranches, the 1st tranche was given last February and we are now requesting for the 2nd tranche.

Meron na po ba update nung position paper natin?

Akala ko po divided into 10 months yung 15,000 up na excess sa TAB natin, bakit po yung lumabas na memo ay payable in 9 months only?

starting april... nine months nga...

anyway.. bayaran mo na lang sa mga bonuses mo....

may balita atang release this april.. sabi ng kasama ko 30t daw yung last...

sana mas malaki...

We will be informing you as soon as we receive the comment of management regarding our resolution.

Actually, the draft comment was read to us and the tenor was not in essence a comment but an explanation of what happened from the start of submission by the management of our pay plan to Malacanang up to the time LBPEA filed the resolution.

Worth noting are the events which ensued after LBPEA made its bold stand to pursue with the resolution such as the LANDBANK Directors expressed their solidarity with us and that our resolution submitted on March 4 was acted upon by Malacanang within the same month. Although of course, we would be happy to see the day when Pres. Noy would finally approve our request.

Any formal reply from the concerned authorities re our petition? kung wala pa, baka kailangan ang written follow up.

There was no formal reply addressed to LBPEA but there was communication between Malacanang and DOF Sec/LANDBANK BOD Chairman Purisima with regards our petition.

With all due respect to you Atty. James, your suggestion for a written follow-up is very good but then let us give our Chairman of the LANDBANK Board this time to comply with Malacanang's request. I understand your point and the urgency that this petition must be acted upon by proper authorities at the soonest possible time.

Any updates po sa mga requests natin?

Mam Emma, I always make sure that all updates are posted immediately in this website but for now we dont have any yet.

Thank you excited na kasi at april na ngayon. Dami din kasi ng tatanong sa akin updates dito sa bicol. Nasa news ngayon pala na pinag aaralan na Pres. P-noy ang salary increase ng mga empleyado, baka ksama na tayo doon.

Regards sa taga Bicol Mam Emma rest assured that we would give the update as soon as we are 100% sure of it coz we dont want to give you false hope.
Thanks for the info Mam it was indeed featured in a tv news about salary increase of employees being considered by Pres P-noy. Lets hope and pray that ours would be approved and implemented soon as much as possible before June 2011.

If Director Diaz said it then the best for us. However, LBPEA has no information about it we only had our meeting last March 24-25 where we received copy of the minutes of LANDBANK Board Meeting through Director Diaz expressing their solidarity with us and that they are not going to receive their compensation until our payplan is approved. Aside from that LANDBANK mgmt is preparing a comment/explanation with regards our petition to malacanang.
Im optimistic that we will have our salary increase within the year especially with the support of our BOD who are mostly Cabinet Secretaries.

Tanong lang po Ms Sonia, sino pala sa mga non ex-officio BOD members ang nag defer to receive compensation from LBP? Na mention kasi na "some" lang at di lahat and there are only 4 non ex-officio members (Aguelo, Diaz, de Leon, at Bulatao). The rest are sitting as ex-officio members. I am not conversant on how transactions are being handled at their level, hence no idea if that sentiment of said non ex-officio members has reached the attention of the President. I guess, it is only indicated in the minutes and not written as a BOD Resolution because it lacks support from the majority cosidering that there are 9 BODs of LBP, 5 them are ex-officio members.

It was not mentioned in the minutes who among the non ex-officio BOD members would have their compensation deferred and I personally dont see the significance of naming them. The fact that we were furnished with the minutes which was not done so in the past is already something. The very essence of their solidarity with us is what matters. The support that they gave us is what counts.

Atty James you said it is your guess that it was only indicated in the minutes but not in a resolution thus it lacks support from the majority. I respect your guess but it remains a speculation. We dont know what actually transpired during the meeting and we dont know their internal rules what is going to be placed in a minutes or in a resolution. Thus we could only speculate.

With due respect madam Sonia, my statement stating in essence that support for the approval of our salary increase came only from minority members of the BODs was based on your earlier statement that "ex-officio members decided that some of them would defer receipt of whatever compensation due them". Meaning, some only of the 4 non ex-officio members and not all of them. Even if all of the 4 non ex-officio members will endorse the same, they do not have the number to attain the majority vote, unless of course one of the ex-officio members will support them. But remember that the other 5 are sitting at the pleasure of the president.. In any case, I believe that knowing the names of those who have indicated their support to our cause is somewhat important for gratitude sake considering the sacrifice that they stand to suffer for not receiving their their benefits... Thanks...
