| RATA, PERA and ACA
RATA is Representation And Transportation Allowance. For private employees, it's generally taxable as part of their gross compensation income. It doesn't matter if the allowance is fixed or not. It is, however, exempt from tax if the following conditions are present: 1.) The expenses are ordinary and necessary in the pursuit of trade, business or profession. 2.) The employee is required to account/liquidate for the said expenses. The excess of the actual payments over the advances are taxable if they're not returned to the owner. Also, reasonable amounts of reimbursements or advances computed daily and paid to the employee while on assignment/duty don't need to be subjected to substantiation requirements and withholding. The RATA and PERA (Personal Economic Relief Allowance) of government personnel are considered reimbursement for expenses incurred while performing government duties and are therefore income tax-exempt. The ACA (Additional Compensation Allowance) of government personnel are treated as "other benefits" together with the Christmas bonus, 13th month pay and productivity incentives. Therefore, the excess of the Php30,000 limit is taxable as part of income tax.

| Pera increase sought Monday, January 23, 2012 ACT Teachers Party-list Representative Antonio Tinio is pushing for the timely increase in the Personnel Economic Relief Allowance (Pera) granted to government employees to supplement the latter’s basic compensation amid the rising cost of living. “An increase in the Pera will offer government personnel more substantial relief from the erosion of the purchasing power of public sector salaries and wages," the sector lawmaker explained in House Bill 5662, which seeks to hike the PERA from P2,000 to P4,000 per month. The proposal stressed that the augmented Pera shall be granted to civilian government personnel whether employed by the national or local governments, appointive or elective, and whether occupying regular, contractual or casual positions as per Republic Act 6758 or the Compensation and Position Classification Act of 1989 as amended. The assistance shall also include military and uniformed personnel, Tinio said, though “government personnel stationed abroad who are already receiving overseas allowances are not entitled…to this supplement to their compensation.” Pera was first granted to government employees in 1991 at P500 each per month. But through Joint Resolution 4 by Congress in June 2009, an additional compensation of P1,500 was granted to all public sector employees, whether paid on salary, wage or base pay basis across all agencies. The budget for local government units shall be charged against their local funds and any deficiency shall be charged against the balances of their Internal Revenue Allotments, which are authorized to be realigned for the purpose, Tinio proposed. | Proposed PERA increase gets positive response from employees
January 24, 2012 11:13 pm
ILOILO CITY, Jan. 24 – The move to increase to P4,000 the P2,000 monthly Personnel Economic Relief Allowance (PERA) of government employees as proposed by some legislators from the House of Representatives has gained positive response from government employees of Iloilo City and the province.
Lucy Sinay, public information officer of the Iloilo City Government, said the increase in their allowance could help augment their income especially with today's high prices of basic consumer items.
Sinay’s statement was seconded by her fellow employee, Josie Castillano, who said the increase will have positive effect on them. She added any increase means a lot because her present salary could not cover all the daily needs of her growing family.
Regular and plantilla employees of the city government are receiving P2,000 monthly PERA apart from their basic salary and yearly uniform allowance that includes P3,700 for clothing and P5,000 for shoes.
Jose Nerio Lujan of the Iloilo Provincial Government also expressed support to the proposed increase, saying it could help the employees in so many ways particularly for buying and paying for basic needs like food, electricity and water, among others.
Alliance of Concerned Teachers party-list Rep. Antonio Tinio filed House Bill No. 5662 seeking the timely increase of the PERA to supplement the basic compensation of state workers due to the rising cost of living.
Tinio said the PERA was first granted to government employees in 1991, in the amount of P500 per month. An additional compensation of P1,500 was given by virtue of Joint Resolution No. 4 issued by Congress on June 17, 2009, increasing the total PERA of public workers to P2,000.
If the bill is approved, the increase in PERA shall be granted to civilian government personnel whether employed by the national or local governments, appointive or elective, and whether occupying regular, contractual or casual positions.

| in regards to my post.. im just wondering why other agencies are fighting for their aca pera for an increase from 2000 to 4000... while us, from 1000 to 2000.... cant get it, matagal na palang na eenjoy ng iba na 2k ang aca pera nila while tayo, kaka implement lang na 2k.. granted na back pay was given last week, the next question is, will we settle for 2k ? cant we join the campaign for 4k instead???

| Ms. ilovelbp2tears ago, kaya po P1,000.00 na lang ang ating increase ay sa kadahilanan po na P1,000.00 na po ang ating natatanggap... breakdown nito ay P500.00 na ACA at P500.00 na PERA. Sana po nasagot ko yun query nyo. | |

| If the increase of PERA is P2,000 and our existing ACA/PERA is P1,000 therefore the differential must be P1,500, not P1,000. To illustrate, the existing ACA/PERA is P1,000 and it means that ACA = P500 while PERA is P500. If Joint Resolution No. 4 issued by the Congress on June 17, increases the PERA (ACA not included) from P500 (which took effect 1991) to P2,000 (effective July 2009 per Joint Res. # 4), then it simply means that the differential that we must receive should be P1,500 per month multiply by 45 months = P67,500 and not P45,000 as what we received. | |

sa pagkakaalm ko po, yung aca/pera ay combined na, wala na pong aca, pera na lang kaya 1k na lang po ang differential natin.
