Hon. Vice President Jojo Binay,

I am really thankful with your response to my previous appeal regarding the salary
adjustments for LBP employees especially the ranks.
Once again I am knocking at your kind heart to help us regarding two concerns:

1. The Additional Compensation Allowance / Personal Economic Relief Allowance
(ACA/PERA) of other government agencies is P2,000 per month since 2009 while ours
is still pegged at P1,000 monthly. We have sent our letter last to DBM asking for
clarifications whether we are entitled for the increase or not. Until now we have not
received any response yet.
2. Interim Salary Increase - We are now enjoying the interim increase on our salary
as approved by the President himself last year. However, come this July 2012 the last
tranche of the Salary Standardization Law III will be implemented and again we will be
left behind. I know that the Governance Commission for GOCC is now formulating the
rationalized compensation for all GOCCs and GFIs, I am just hoping that you could help
us for the speed study of the LBP's compensation package for us to be at par with other
govenment agencies.

I am Dandilo B. Daa, an employee of Land Bank of the Philippines (LBP) and currently the Assistant Treasurer of the Land Bank of the Philippines Employees Association (LBPEA). I am writing to you on my own capacity and initiative.

Just for a brief background, His Excellency President Aquino approved the implementation of our Interim Pay Plan on May 2011, in which we are very grateful. Come this June, other government agency will implement the last tranche of their salary increase as announced by our President. On the otherhand, for us is just the interim pay plan since the compensation package of LBP is still under your study. With your indulgence and I hope that it is not too much to ask, what is the status now of your study conducted for the compensation package of LBP?

based on what has been said to us last may31 meeting with CSS, HRMG and PAD. we have nothing to expect this month. there is no confirmation yet if there is SOBA on monday.

all we are waiting for is the last tranche of MIP3 and no specific date of release and amount yet.

ask ko lang po if may balak man lang bang magbigay tulong ang management sa mga R&F, na alam kung alam nyo rin, na sobra na ang pangangailangan sa mga panahong ito dahil sa mga gastusing kinaharap ngayong pasukan...ano na po ba ang balita sa mga ito : ACA/PERA (kung saan dapat po ay kasama tayo dahil ito ay ibinigay upang makasabay man lang sa pagtaas ng inflation ng bansa)...SALARY INCREASE (magbibigay na naman ang ibang ahensya ngunit ni balita galing GCG sa atin ay wala)...COLA, refund at dagdag sa HMO, MIP2, huling bigay ng MIP3 at iba pa...

maraming salamat po!!!!

Yong usaping salary increase na ibinigay ng SSL3, ay nakapaloob po yan sa batas at gawing 4 tranches ang releases sa kadahilanang, walang pondo ang ang government kung ipa-implement yan ng buo noong 1999. yong mga exempted GOCCs and GFIs, ay nakapag implement at full, depende po sa mga Exempt GOCCs and GFIs kung may pagkukunan sila ng kanilang pondo, yong iba na wala, sumabay sa sinasabing tranches but mostly of our contemporaries, completo na yong salary adjustment nila prior to implementation of SSL3. hindi rin natin napa implement yong ating on that time kasi naabutan po noong batas nanakapaloob sa SSL3 ang JR # 4, na kung saan nakasaad, na ang mga exempted GOCCs and GFIs, makapag implement lang ng kanilang compensation plan kung may approval na sa office of the President with recomendation by DBM, dahil sa batas na to, na delayed ang implementation ng ating pay plan, Marami pang batas ang lumabas, meron dyan yong EO7, mga dbm circulars, sa huli, ay yong RA 10149, na nasasakop na ng batas na to ang ating total compensation. Dahil medyo matagal pa ang gagawing review ng comittee created on this law, binigyan po tayo ng interim increase, and i believed yong ating final adjustment shall be based on what will be the recommendation of the CGC committee. at hindi po dito sa SSL3.

We also tried the issue on HMO increase, wala po datus ang DBM sa ating mga perks and allowances, kaya po yong ating HMO, ang comparative po ng DBM ay yong mga agencies na kanilang nasasakupan, unang una, wala po silang HMO ng tulad sa atin, pangalawa, nakasaad po sa batas na isa lang dapat ang HMO natin, in other words, yong Philhealth lang dapat, kaya kung mag iinsist po tyo baka ipatanggal pa yan because its not allowed by law., hindi po sa DBM kundi nasa RA 10149 po tayo covered at yon na po ang CGC, unfortunately, makupad po ang takbo ng processo ng ating review.

Wala pa namang official statement ang Mgt HO on benefits for end this june, ang alam po natin parang last year ibinigay ang MIP2 and MIP3. Per lbpea computation, more or less 8k nalang ang remaining ng MIP3, kaya lang subject pa po yan sa adjustment pagkatapos po ng COA audit ating FS, if ever there will be dis-allowable expenses, might result to lower on what we had expected. 2nd sinasabay yan sya sa MIP2(performers), therefore, if the PTWAR/OPAR or some units, had not submitted yet there ranking, understood, the expected date schedule for release, will also be move.. hihingi lang po tyo ng updates kung sino-sinong regions pa ang hindi nakapag submit, para po mahikayat natin na makapagsubmit ontime..

Did LBPEA already get the stand of the Management regarding what Secretay Abad said in the Inquirer column dated June 1, page A9 regarding the implementation of the 4th tranche of the approved Payplan of GFIs and GOCCs? It was clearly said by Sec. Abad that 4th tranche of the approved payplan of GFIs and GOCCs can be implemented provided they are financially capable. For LBP, kayang kaya niya!! nagbigay pa nga tayo ng P5B sa coffers ng Government. Wala siyang sinabi na kailangan pa ang approval ng GCG.

Further, wala pa palang sagot ang PAD kay Mr. Reynaldo Salvador.. tsk tsk!!! 15 days ang required na pagsagot base sa CSC pero inabot na ng 4 months eh wala pa silang sagot. Nai-raise na nga na issue ito ng Reg Gov namin nung April 19-20 pero wala pang nangyayari.
