It has been two (2) years and six (6) months that this website was closed.  Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.  
 
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA.  Thus  here I am re-opening the website pro hac vice for my grand exit. 
 
This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me.

The PF Board approved today the release of 80% Housing Fund Dividend on or before December 14, 2012.

Golden: Hindi pa po nagpalabas ang management kung ano ang stand nila sa PBB ni PNoy baka kasi tamaan ang MIP natin kasi parehong performance based incentive..mas malaki po ang MIP natin kaysa PBB. May last meeting po ang LBPEA NEB this December mag audience po kami sa management at follow up namin ang tungkol sa PBB.

Mam Alut: Nagtanong po ako sa head office kay LBPEA Secretary General Weng Leones tungkol sa soft loan na ito hindi daw po totoo. May nirerequest po ang LBPEA sa management na additional grocery pero walang assurance po ito kung meron.

Thanks for the update po Mam Sonia..as for the additional grocery allowance, year before last binigyan tayo ng additional 10k before the year ended..last year lang yata na inistop yun..

May GCG circular 2012-11 subject: Interim performance based bonus (PBB) systems for GOCCs covered under RA 10149. In compliance with the Excellency's directive, the GCG adhers the principles contained in EO 80 for all goccs covered under RA10149. baka eto na yong hearing ni maam Alut na soft loan na 35k. Nagsubmit ba ang LBP ng requirements? Nakasaad kasi na ang deadline ng submission ay Oct. 30, 2012. Nasabi rin na pag hindi nakasubmit ang GOCC, ang effect ay non-eligibility sa PBB.

For sure our management is studying very carefully the effect of this PBB against our existing MIP2.

If we closely read particularly the latest MC 2012-13, the rationale is exactly the same as our MIP2 -PTWAR ranking which is the granting of performance based incentive.

The strength of the PBB is on the distribution of percentages 10% Best Performer, Next 25% Better Performer, and Next 65% Good Performer. All employees are entitled to receive since there is no marginal ranking. However, its disadvantage is on the absolute amount. The Bureaus/agencies are ranked and the individual employees are granted incentives depending on the rank of its agency/bureau.

The ranking and incentives are as follows:

BEST BUREAU
Best Performer - P35T, Better Performer - P20T, Good Performer - P10T

BETTER BUREAU
Best Performer - P25T, Better Performer - P13.5T, Good Performer - P7T

GOOD BUREAU
Best Performer - P15T, Better Performer - P10T, Good Performer - P5T

Our existing MIP2 is a far cry from this PBB. MIP2 is extremely higher in terms of absolute amount although there is marginal ranking.

The dilemma is whether PBB is an additional incentive or will override our existing MIP2. The former as additional incentive is of course favorable to us but what if it will replace our MIP2 OUCH! THIS ONE IS REALLY UNBEARABLE. We need to invoke non-diminution of benefit if this situation would exist or perhaps worst case scenario another black protest would make a difference.
