A message from LBPEA Visayas Director SONIA D. BROTARLO | Thu Nov 16, 2017 10:30 am by sonia |
It has been two (2) years and six (6) months that this website was closed. Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA. Thus here I am re-opening the website pro hac vice for my grand exit.
This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me. …

| good report ms. Sonia. But may I request that in your next NEB meeting please include it as one of your agenda. It is about the rice subsidy which is part of the benefits of a Landbanker but now being used by MSI to earned and to become profitable at the expense of Landbankers. I am just wondering why LBP mgt enter into contract with its subsidiary (MSI) to be the "supplier" of all rice requirements of all landbankers. Today MSI has its new source of earning aside from the MGT FEE of P30.00 per sack. MSI secure quotations from "accredited suppliers" given the specs of 90% headrice-10% broken. Suppliers just fax their quotations with out samples of rice to be supplied. MSI advise the supplier to deliver rice to the branch. Unfortunately, rice delivered does not truly reflect as what was the specs. In order for the supplier to "WIN" as supplier, they are going to fax a much lower price despite it is not 90% headrice.
In return MSI earned more on the difference of the quoted price of the supplier faxed to MSI and the approved price ceiling approved by mgt., aside from the MF. MSI used landbankers benefits to earn and to survive. Kawawang MSI walang ibang pweding gawing negosyo.

Kasama man ang MSI na dapat tanggalin na sa list of corporation, pero I don't know the reason why this subsidiary still exist until now. When in comes to guality, LBRDC failed to execute that manner of implementing quality construction method.

Ay naku their foolishness go home to their body ika nga ng isang kasabihan.
Suggestion: Let the branches decides where the will purchase and the kind of rice they will buy. As long as the Bank will only reimburse what was approved by the Mgt. less of the Mgt Fee of P30/sack. GOOD JOB. TRULY IT WAS INDEED A "BRIGHT IDEA"
Sa Visaya pa... GABAAN KA UNTA MSI

| Abolition of 19 GOCCs, GFIs sought
TWO lawmakers yesterday sought the abolition of some 19 government owned and controlled corporations (GOCCs) and government financial institutions (GFIs) with each employee getting a separation pay of two and a half months for every year of service.
Cagayan de Oro City Rep. Rufus Rodriguez and Abante Mindanao party-list Rep. Maximo Rodriguez filed House Bill (HB) No. 3807 to abolish certain GOCCs and GFIs with provisions for separation pay for its officers and employees.
“Consistent with the Aquino administration’s austerity measures, it is high time that the government remove the excess fat and spend only for things that are truly vital to the country,” the authors declared.
Under HB No. 3807, those proposed for abolition are: 1) Banaue Hotel and Youth Hostel; 2) Batangas Land Company, Incorporated; 3) BCDA Management and Holdings, Incorporated; 4) Cottage Industry Technology Center; 5) Freeport Service Corporation; 6) GY Real Estate, Incorporated; 7) Human Settlements Development Corporation; 8)Kamayan Realty Corporation; 9) Marawi Resort Hotel, Incorporated; 10) Masaganang Sakahan, Incorporated; 11) National Agribusiness Corporation; 12) Natural Resources Development Corporation; 13) NDC-Infrastructure Corporation; 14) Northern Foods Corporation; 15) Philippine Aerospace Development Corporation; 16) Philippine Convention and Visitors Corporation; 17) Pinagkaisa Realty Corporation; 18) Trade and Investment Development Corporation of the Philippines; and 19) ZNAC Rubber Estate Corporation.
Under HB 3807, all officers and employees of these to-be-abolished GOCCs and GFIs would be given two and a half (2 1/2) months salary for each year of service in their respective GOCCs and GFIs as separation pay, funding of which shall be included in the subsequent national budget.
Likewise, the functions and duties of the proposed to-be-abolished entities are to be transferred to the different Departments of the government exercising the same or similar functions.
The Department of Finance, the Department of Budget and Management and the Commission on Audit shall issue the necessary rules and regulations necessary for the full implementation of the proposed statute. RPP
From the Governance Commission for Government Owned or Controlled Corporations
In the last quarter of 2013, President Benigno S. Aquino III already approved the abolition of five (5) of the 19 GOCCs proposed for abolition in House Bill 3807 by Representatives Rufus Rodriguez and Maximo Rodriguez, namely: National Agribusiness Corp. (NABCOR), Zamboanga del Norte Rubber Estate Corp. (ZREC), Human Settlements Dev’t. Corp. (HSDC), Philippine Forest Corp. (PFC), and Cottage Industry Technology Center (CITC).
The Governance Commission also recommended the abolition/privatization of another seven (7) out of the 19 GOCCs cited in the Rodriguez bill: Marawi Resort Hotel Inc. (MRHI), Philippine Aerospace Dev’t Corp. (PADC), NDC-Philippine Infrastructure Corporation, Batangas Land Co., Kamayan Realty Corp., GY Real Estate, Inc., Pinagkaisa Realty Corp., together with Technology Resources Center (TRC) which is covered by the Bayan Muna recommendation.
The other six GOCCs covered in the Rodriguez bill (Banaue Hotel and Youth Hostel, BCDA Management and Holdings, Inc., Masaganang Sakahan, Inc., Northern Foods Corp., Tourism Promotions Board [referred to as Philippine Convention and Visitors Corp.], and Trade and Investment Development Corp. [now PhilEXIM]) are part of the GCG’s regular sector-wide evaluation of GOCCs based on financial viability and relevance to current national development plans, together with National Livelihood Dev’t Corp. (NLDC) which was also covered by the Bayan Muna recommendation. Freeport Services Corp., a subsidiary of the Subic Bay Metropolitan Authority (SBMA), is outside the jurisdiction of the Governance Commission.
President Aquino also approved the abolition of the following six (6) GOCCs not appearing in the bill: Southern Philippines Dev’t. Authority (SPDA), Philippine Fruits and Vegetables Corporation (PFVC), San Carlos Fruits Corporation (SCFC), Philippine Agricultural Development and Commercial Corporation (PADCC), Bataan Technology Park, Inc. (BTPI), and PNOC Shipping and Transport Corporation (PNOC-STC).
The Governance Commission has also recommended for abolition / privatization the following five (5) GOCCs: Alabang Sto. Tomas Development, Inc. (ASDI), Tierra Factors Corp. (TFC), Traffic Control Products Corp. (TCPC), DISC Contractors, and CDCP Farms Corporation.
Finally, the following fourteen (14) GOCCs were actually dissolved-by-expiration-of-corporate-term/ rendered non-operational/ liquidated under the direction of the Governance Commission: Manila Gas Corp. (MGC), PNOC Malampaya Corp. (PNOC-MC), Aviation Services and Training Institute (ASTI), Calauag Quezon Province Integrated Coconut Processing Plant (CQPICPP), Clark Polytechnic Dev’t Corp. (CPDF), First Centennial Clark Corporation (FCCC), GSIS Properties, Inc., LBP Financial Services SpA, LBP Remittance Company, LBP Singapore Representative Office, Paskuhan Dev’t., Inc., Phil. Centennial Expo ’98 Corp., Philpost Leasing and Financing Corp. (PLFC), and Metro Transit, Inc. (MTI).
There are currently one hundred sixteen (116) GOCCs actively being monitored, which GCG aims to reduce to less than 100 by the end of 2014 through abolition, privatization or merger. The streamlining of non-performing and/or unnecessary GOCCs is a key objective in GCG’s strategic roadmap to improving efficiency and transforming the GOCC Sector into a significant tool for economic growth and development.
Affected employees are given separation pay amounting to around one month’s salary for every year of service, unless an administrative or criminal case is filed against them.

| Just received today the delivery receipt from MSI, the unit price per sack of 50 kilo XQ rice is P2,329.00 or about P46.58 per kilo. pero pumunta ka ng palengke, ang quality ng P40.00/kilo rice ay sobrang ganda na. | |

This rice subsidy problem will be strongly addressed head-on during the LBPEA National Convention. We will be able to assess the problem on a wider perspective because all the LBPEA Regional Governors and Vice Governors bankwide are expected to take part in this once a year gathering.

| katatanggap lang namin ng Sales invoice ng MSI today for our rice allowance for the month of May and June, the unit cost is P2,305 for X Q rice or P46.00 per kilo at parang wala akong nakikitang P46.00 per kilo ng bigas sa mga retailer dito. Sobrang mahal. The current selling price doon mismo sa tindahan ng aming supplier of the same quality ay P1,900 lang maganda pang klase. | |
