REPORT ON LBPEA NEB MEETING FOR JANUARY 2014

1. Meeting with GCG
There will be another meeting between GCG, LANDBANK and DBP as soon as possible for GFI concerns only particularly to address the problem on UNTOG.
2. Request for Benefits
LBPEA is still awaiting reply from the management for our pending request for implementation/pay-out of MIP1, PBB ,MIP3-P20K and CNA Incentive for 2013. Follow-up is being made by our officers thus LBPEA will disseminate information as soon as the management will issue statement about those benefits.
3. Employee Profiling
The LBPEA created an AdHoc Committee to reactivate the Employee Profiling. This committee is tasks to coordinate with management in focusing on employees profiles specifically those who were not promoted for several years like the UNTOG and if possible recommend for upgrading or promotion.
4. Filling-up of Positions for LBPEA Committees
Various committees were filled-up to take charge of the major affairs of LBPEA such the CNA Committee, HMO Committee, Membership and Discipline, Information & Public Affairs, Canteen Committee, PFO Board seat, and Sports Committee
5. LBPEA Convention on April 2014
The Regional Governors and Vice Governors will once again gather for a convention on April 2014. The major activities for this convention will be the CNA 2014 Preparation and Disaster Preparedness.
6. Financial Assistance to typhoon and earthquake victims
LBPEA Director for Visayas made a report on the travel to Tacloban, Bohol and Cebu of LBPEA Officers for the distribution of financial assistance. A total of P468,000.00 was given to 138 typhoon and earthquake victims: Region 6- 48 employees, Region 7-54 employees, and Region 8-132 employees. This fund was taken from the 3% Collective Negotiation Agreement from the members.
7. Insurance Concerns of Typhoon Victims
Problems on Insurance appraisal and payment were presented by Visayas Director during the meeting . Thus to expedite assistance to the employees, Secgen John Holgado and Director Jeffrey Evangelista were assigned to coordinate with LIBI.
8. PF Loan Moratorium for typhoon victims
The preparation of guidelines on PF loan moratorium for typhoon victims is still ongoing. The moratorium will start as soon as the guidelines are done.
9. Revised Rules on Admin Cases
Executive Order No. 64 which took effect on August 23, 2013 is a revision of the previous Rules on Admin Cases. One provision worthy of discussion is on this new rule is on withholding of benefits only upon filing of formal charge unlike on the previous rule which withheld benefits upon admonition by AAC. LBPEA will prepare a resolution requesting for payment of benefits withheld from employees admonished by AAC. Hence, LBPEA offices are tasked to get information from their respective areas as to the name of employees who received admonition with benefits withheld.
