| REPORT ON LBPEA NEB MEETING FOR MARCH 2012 by SONIA D. BROTARLO - National Executive Board Member
The meetings were held on March 15-16, 2012 at the LBPEA Office, LandBank Plaza. The agenda were as follows:
1. Reading of Minutes of the Previous Meeting
2. ANNUAL CONVENTION The Annual Convention is scheduled on April 19-20, 2012. The 1st day of the Convention will be held at the LandBank Plaza while the 2nd day will be at the Intramuros Training Center. The participants will be the Regional Governors and Vice-Governors. Programme Day 1 – Apr 19 -Registration -Opening Ceremony -Welcome Remarks -Inspirational Message- Pres./CEO Gilda E. Pico -Accomplishment Report -Stress Management Seminar
Day 2 – Apr 20 -LBPEA Members and EROP Assessment -Updates on CNA Agreements -Accomplishment on GCAA -External Alliance -LBPEA Financial Profile and Budget -Report on LBPEA HMO Self Insurance -Presentation of Proposed Plans & Programs -Planning Workshop -Open Forum
3. REORGANIZATION April 1 is the starting date for the implementation of this much -talked about reorganization. The management has not given official statement on the set-up except that we have to wait for the Special Order which will be out anytime soon. There were talks looming on SIP due to the effect of this reorganization but there is no official comment from the management yet. 4. ADMONITION The legal arguments on admonition raised by Atty. Semaj in this website was already brought to the attention of the Head of Personnel Administration Department – Atty. Joselito Vallada. The matter is now being taken into consideration.
5. PFO CONCERNS PF dividend will be released not later than March 23. This will include our remaining HF dividend which is approximately 20%. Deductions from the dividend are as follows: a. PFO Insurance/MABF/MRI b. VISA Credit Card - Past Due Account c. Coop Loan - Past Due Account or with MOA/DA d. HMO Loan
LBPEA NEB proposed for the HMO Loan remaining balance to be divided into 6 payments starting this PF dividend. So employees should expect that there will be deductions from the remaining MIP3, mid yr bonus, PF dividend 2nd sem, grocery allowance, and yr end bonus.
A letter was sent to PF Board expressing our concern regarding complaints coming from employees due to the delay in processing of PF Loans. Recommendations were made to address the problem.
OTHER CONCERNS:
1. COLA Case The case is still with the SC and it seems that the impeachment has in a way affected fast resolution of the case. There was no update yet from Atty. Martinez but LBPEA will request him for a brief update on April during the Annual Convention.
2. Grievance Concern Punching of bundy card for another employee – Please be reminded that this is a prohibited act which would cause dismissal from service if proven. There are recent cases decided by the bank which caused dismissal of erring bank employees.
3. Clarificatory Letter with DBM The letter was forwarded to LBP Malacanan EO for submission to the Office of Secretary Abad. Ms. Sheela Tirador made inquiry at Malacanan last Thursday with the Secretary of Sec. Abad but was informed that the letter will still have to be traced.

| tungkol po sa mga newly hired employees, nung contractual po sila ay may binibigay (LandBank's initiative) sa kanila during christmas season na 20K(medical benefit depending on the actual premium payable and the excess is their christmas bonus). kapag naging regular na sila ay mafo-forfeit po yung medical benefit na ito dahil may 13K TAB na po na ibibigay sa kanila as newly hired. so wala pong double deduction na nangyayari kundi forfeiture lang po ng medical benefit na specially given to our contractual employees. | |

pwd naman pala 20K din TAB ng regular. baka naman pwd reason sa mgt f sa contractual 20k, sa regular 20k din? wat u thind mga katoto?????????? | |

| It is sad that LBPEA is having their annual convention, however our Regional Governor in Region 10, have not held an annual meeting for LBPEA Unit Governors after every annual convention for updates and feedback on the annual convention, ever since he was elected as Regional Governor, thus making an impression that LBPEA Annual convention is just for Regional Governors.
Might as well dissolve Unit Governors, since we are just decorations in this whole charade..... | |

| Don't worry we will have our own unit governor's meeting after the convention. our problem here is our individual schedule,sure we can not meet during working days, but we'll try for this year. we schedule it during week ends hope it will not conflict with other schedules.Naglisod ko ug sked the other year, so what happen if available maka hapit ko ug unit ayha ra ko maka up date, pero naa japon dili nako ma anhaan...sa Caraga naa man c romy didto you can contact him if naa problema. diri sa CDO naa man ko sa 2nd floor sa velez, pwede man mo maka duol...pero i try japon nato nga maka meeting ta karon kay naa na ta budget nga natigum share nato gikan sa LBPEA...lisod ta maka meeting adtong una kay gitan aw nako nga kung mag meet ta week ends unya gikan sa ato bulsa ang budget mora ug lisod....One of the reason also nga dili na magakadayon nga meeting kay ang plano unta mag joint meeting ta sa region 9 pero la japon mag meet ang schedule .... hope you understand the situation...padayon japon ta....ang pag sugod ra man ang lisod.... | |

renzz: Ito po ang computation ng hmo deduction: Total HMO premium less: TAB na P13,000 Net: HMO Loan less: MIP3 P5,000.00 The balance will be deducted as follows: a) if less than P5T= the whole amount was already deducted from the PF/HF dividend b) If more than P5T but less than P25T, the amount of P5T will be deducted from each benefit specifically PF div-March, md yr bonus-May, dividend-Sept, grocery-Oct, yr-end bonus on Nov c) If more than P25T, the amount will be divided into 5 chargeable to the 5 benefits. In case there would be excess it will be deducted from the salary starting April Thank you for your query... | |

One of the purpose for this website is to reach as much employees as we can to be able to share information on what is going on with LBPEA. There are concerns and problems raised in this site wherein the LBPEA officers are doing something to address the problem.
I understand the concern of Sir Palosapis regarding the holding of meetings. Primarily we dont have as much fund needed to hold the meetings as often as we want to. All the expenses for travel and food will be charged to our local fund which is not enough to cover. Problem also on seeking clearance for the travel of unit governors is also a concern. Remember we can use our local funds to purchase fitness equipments and for expenses on special activities which is more concrete than spending it for travelling expenses.
Ideally it would be best to hold meetings but if the difficulty outweighs the benefit there are other means wherein you can reach your local officers for information and other concerns.

huwag naman kayong ganyan. you dont know the personal circumstances of the other employees, so dapat huwag kayong mapaghusga.
besides, sino ba ang tumitigil sa pagtatrabaho? wala naman cguro.
also, in the past years, kahit na anong dami ng benefits na natatanggap natin, kulang pa rin coz wala nga tayong increase sa basic pay natin, unlike the other gov't agencies. kumbaga ngayon lang tayo bumabawi, but slowly, coz possibly maraming utang ang na incur in the previous years, dahil sa hirap ng buhay.
im telling you these things coz ganito rin kasi ang normal scenario dito sa amin. so parang pinaparinggan nyo na rin kami and to all the other employees who are similarly situated.
dapat, we should be more considerate of the others' needs/situation. pare-pareho lang naman tayong mga rank & file, di ba? kung medyo nakaka-angat man kayo sa buhay, please do not take it against the others na medyo hindi kasing swerte nyo.
