| @ Gary & King Savior: We empathize with you. In fact, we can't. comprehend what is taking them too long in resolving the issue on MIP entitlement. May legal infirmities ang mga policies/rules on this aspect, sa interpretation na lang, magulo. In the interpretation of policies or rules pertaining to labor, if there is a doubt, the same should be interpreted in favor of labor. I know that they are aware of this. | I talked to PAD Head Atty. Vallada at his office a while ago and asked him about the status of their reply to my letter. He informed me that their reply letter for blackman is being finalized. however, regarding my letter citing the opinion of atty james about the MIP guidelines, still for take up with Atty Cervantes. it was delayed due to the official travel of Atty Cervantes.
I personally want to ask your patience and rest assured that I will continuously monitor this.

EMPLOYEES OF all government entities, including the military and the police, will receive a significant pay increase starting June 1 under the continued implementation of the Salary Standardization Law (SSL). The Department of Budget and Management (DBM) released the new salary schedules in its National Budget Circular 540, dated May 10. This is the fourth and last tranche of annual increases since the SSL was passed in July 2009.
Government employees will enjoy their pay hike by next month, with salaries climbing by roughly 6%-14% from 2011 levels.
The salaries of government officials such as the President, the Vice-President and the Cabinet will be raised on July 1.
President Benigno S. C. Aquino III, the only official in the country assigned the highest salary grade (SG) of 33, will receive a monthly salary of P120,000 from the current P107,470.
Vice-President Jejomar C. Binay, placed at SG 32, will receive a pay of P103,000 to P111,198 per month, from only P91,226 to P100,011 currently.
SG 31, assigned to Cabinet secretaries, members of the Senate and the House of Representatives and the Ombudsman, will pay out P90,000 to P97,163 per month. These officials only receive anywhere between P79,729 to P87,408 under the current compensation scheme.
Undersecretaries and deputies of agencies, ranked at SG 30, will receive anywhere between P78,946 to P85,230, from only P67,944 to P75,305 today.
Agencies classify their personnel depending on their position and its requirements anywhere between SG 1 to SG 29.
Under the fourth tranche of SSL, SG 29 pays out P73,099 to P78,916 from only P62,488 to P68,296 previously.
At the bottom of the scale, the minimum pay at SG 1 has been improved at P9,000 to P9,649 per month from only P8,287 to P9,064.
The Executive, Legislative and Judiciary, along with constitutional commissions and state colleges and universities, will be included in the salary schedule, the DBM said.
All positions "whether regular, casual or contractual in nature, appointive or elective, full-time or part-time" will be covered.
However, those hired "without employee-employer relationships" with the government entity -- such as consultants and student workers -- are excluded from the SSL.
The DBM also released a new base pay schedule for military and uniformed personnel.
At the lowest rung, candidate soldiers will receive P11,265 starting next month from only P10,386 today. On the other end, generals will get a monthly salary of P67,500 from only P57,500.
Government financial institutions (GFIs) and government-owned and -controlled corporations (GOCCs) will develop their own salary schedules, as determined by their respective boards, the DBM said.
"In the formulation of such salary schedules, GOCCs and GFIs shall ensure that they can fund on a sustainable basis the increased salaries..." along with their required contributions to their employees’ pension, health insurance and the like, it added.
Budget Secretary Florencio B. Abad welcomed the implementation of the fourth tranche of SSL, saying it will improve the competitiveness of the government.
"The fourth tranche puts entry-level pay in government -- such as those for teachers, police and soldiers -- competitive with or better than the private sector," he said in a text message yesterday.
He added, though, that the middle and upper levels of the bureaucracy still have some way to go to catch up with the salaries offered in other jobs.
The earlier release of adjusted pay scale, originally scheduled in July, was promised by the President as one of the benefits for workers during a speech on Labor Day.

The Executive, Legislative and Judiciary, along with constitutional commissions and state colleges and universities, will be included in the salary schedule, the DBM said.
All positions "whether regular, casual or contractual in nature, appointive or elective, full-time or part-time" will be covered.
However, those hired "without employee-employer relationships" with the government entity -- such as consultants and student workers -- are excluded from the SSL.
The DBM also released a new base pay schedule for military and uniformed personnel.
At the lowest rung, candidate soldiers will receive P11,265 starting next month from only P10,386 today. On the other end, generals will get a monthly salary of P67,500 from only P57,500.
Government financial institutions (GFIs) and government-owned and -controlled corporations (GOCCs) will develop their own salary schedules, as determined by their respective boards, the DBM said.
"In the formulation of such salary schedules, GOCCs and GFIs shall ensure that they can fund on a sustainable basis the increased salaries..." along with their required contributions to their employees’ pension, health insurance and the like, it added.
Budget Secretary Florencio B. Abad welcomed the implementation of the fourth tranche of SSL, saying it will improve the competitiveness of the government.
"The fourth tranche puts entry-level pay in government -- such as those for teachers, police and soldiers -- competitive with or better than the private sector," he said in a text message yesterday.
He added, though, that the middle and upper levels of the bureaucracy still have some way to go to catch up with the salaries offered in other jobs.
The earlier release of adjusted pay scale, originally scheduled in July, was promised by the President as one of the benefits for workers during a speech on Labor Day.
