It has been two (2) years and six (6) months that this website was closed.  Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.  
 
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA.  Thus  here I am re-opening the website pro hac vice for my grand exit. 
 
This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me.

2011 is over but not with the significant accomplishments of NEB especially the implementation of the Interim Pay Plan. Ahead of us is another challenging year in pursuit of other equally important issues. My proposals which may be considered are:

1. ACA/PERA issues;
2. Implementation of CNA, i.e.amended guidelines on benefits
suspended by reason of admin cases; Program Leave availment;
3. Eco benefits, i.e., increase on TAB, which may be discussed in an
ad-hoc committee considering that the GOCC Act is still not fully
implemented.

Members of this blog may suggest other matters for consideration of our NEB...

ang proposal nyo po ay na-print ko na for presentation to the NEB on january 19-20 meeting. gusto ko lang po din ipaalam sa lahat. ang HMO advisory committee ay magsasagawa po ng pag-aaral ng ibang approach upang magkaroon ng mas magandang medical benefit na mas madaling paaprubahan sa LBP board na di na dadaan sa malacanang. umaasa po ako at nagdadasal na bago matapos ang aming termino ay maisakatuparan ang mga planong ito.

pwede ba isama dito ang enhancement or revision or modification o kung ano man ang maitatawag natin sa pagbabago ng guidelines sa MIP2 (wherin employees are ranked based on his/her performance and only around 55% of employees are entitled to receive an incentive)?. nakakadismaya naman kc kung yung almost all employees of a certain unit are rated HC/O but only 2-3 are entitled to receive an incentive (kadalasan yung "PAVORITO")..ang masakit pa dito ay yung hnd makasama sa top 55% yung rated "O" na employee.......bk pwede ipropose sa MGT na bigyan na lng lahat ng rated "HC / O " ng kht lesser amount basta lahat ng rated HC at O ay mabigyan? What a Face

Baka puwede naman ipropose sa management na lahat ng empleyado ay may matatanggap na incentive "kahit ito ay kakarampot lamang".

Ang pagkakaintindi ko kasi, ang performance ng isang institusiyon ay joint efforts nang kabuuan, at di lang nang mga mga iilan..............

o baka naman ginagamit lang tayo na mga rank and file para sa pansariling kapakanan lamang (nang mga....esss natin), di kaya?

salamat naman sa NEB kung meron na kayong proposal para sa COLA

About naman sa MIP2 mas maganda nga talaga kung lahat ay makakatanggap kahit na kakarampot lang, kasi nga naman ito ay joint effort pero iilan lang ang nakakatanggap. Lalo na sa mga department head natin di naman sila makakaabot ng target nila if di naghirap yong ibang mga empleyado.

ang situation kasi ngayon sa MIP2 is, x2 yung upper, x1.5 yung middle & x1 yung lower...bat di na lang gawin na x1.75 yung upper, x1.25 yung middle, at yung makukuhang 0.50 sa dalawang yun ay ibigay na lang sa hindi kasama sa upper 55%...i know me proposal na ang lbpea about this BUT the higher ups ay parang ayaw coz sila ang mawawalan...isipin mo nga naman kung 150K ang sahod mo tapos bawasan yan ng 25%, di ba napakalaki ng mawawala sa yo??? tsktsktsk...GREED!!!!!

sabi nga sa MIP2, "employees are ranked based on his/her performance"... pang motivate ito sa atin mga empleyado para magtrabaho ng hus2..malamang hnd papayag ang Mgt sa proposal na lhat ay bibigyan kht kakarampot lamang...dhl mawawala yung motivation sa atin para maging TODO-BIGAY sa trabaho...dhl kht hnd tayo magtrabaho ng hus2 may matatanggap tayo..

Ang problema sa MIP2 implementation sa ngayon, hnd proper ang ranking ng employees..hnd nasusunod ang ranking based on the employees' performance...twing bigayan ng MIP2 incentive (kht sinasabing CONFIDENTIAL ito) nalalaman ng buong staff ng isang unit kung sino ang mga nabigyan... mga 2 - 4 ay Very Happy , may iba na Evil or Very Mad karamihan ay Sad Mad.

Ang ginagawa naman ng ibang Boss para lahat ay makatikim ng MIP2, sa year1 cna employees 1,2,3 ang nsa top 55%, year2 cna employees 4,5,6 naman, next year cna 7,8,9..hanggang sa lahat ay makatikim. so kht c employee 1 ay consistent na Outstanding ang performance hnd nya maeenjoy ang yearly MIP2 at yung nasa average lng ang performance ay meron MIP2 sa ganitong ranking system...nakakawalan ng gana on the part of the outstanding employee, db?

Kaya para maiwasan na ang pagkadismaya tuwing bigayan ng MIP2, mas mainam cguro at malamang may chance na papayag ang Mgt kung ang proposal ay laht ng rated HC at O ay bigyan kht kakarampot lng at least andun p rin yung motivation para sa mga employees na below HC para mag level-up.........!
