It has been two (2) years and six (6) months that this website was closed.  Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.  
 
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA.  Thus  here I am re-opening the website pro hac vice for my grand exit. 
 
This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me.

LBPEA NATIONAL EXECUTIVE BOARD MEETING

The LBPEA National Executive Board(NEB) held its regular meeting on November 18-19, 2010 at the LANDBANK Plaza.


UPDATE ON SELECTION PROCESS OF HMO PROVIDER FOR 2011

a)Selection process for HMO provider is still ongoing. Thus, there is no chosen provider as of this time.

b) Shortlisting of HMO providers was made by the HMO Committee. There are already 5 HMO providers being considered.

c) HMO Committee composition-The committee is composed of representatives from Top Management-1, Middle Management-2, LBPEA-3, and LIBI/LBPSC-1.


UPDATE ON COLA CASE

LANDBANK legal team filed its Motion for Reconsideration with the Court of Appeals. The COLA lawyers are eagerly awaiting for the ruling of Court of Appeals on the Motion for Reconsideration of LANDBANK.

On the proposed intervention, LBPEA NEB decided to have the matter taken up during the National Convention on February 2011.

The COLA lawyers did not lower the contingent fee of 30% since Batch 1 petitioners shall pay a total of 25%- 5% on its 1st SPA plus 20% additional on the 2nd SPA. Batch 2 petitioners shall pay 30%-10% on the 1st SPA plus 20% on the 2nd SPA. Thus the 3rd Batch will be charged 30% contingent fee plus P1,000 legal fees.

Employees who are not interested to be charged with 30% contingent fee are free to hire their own lawyers to intervene on the case.


LBPEA 2ND NATIONAL CONVENTION

LBPEA will be having its 2nd National Convention on February 2011. The convention will be participated by Regional Governors and Vice-Governors. The highlights will be as follows:

1. COLA Referendum

The decision to hold a referendum on COLA Intervention will be made by the Regional Officers.

2. CNA Preparation

Our Collective Negotiation Agreement is due for renewal before August 2011. Thus, the Regional Officers are encouraged to submit their suggestions for CNA on or before the convention.

3. Seminar

Seminars to be conducted by ODD for the Regional Officers will be given during the convention.


SALARY INCREASE

LBPEA NEB is planning to submit a follow-up letter to DBM requesting status of our salary increase pending in its office. The letter will be submitted to DBM immediately after the lifting of moratorium of EO 7 this December 2010.



PROMOTION OF EMPLOYEES

The LANDBANK Promotions Board considered “tardiness” as reason for deferment of promotion. Unless justified, the promotion of an employee will be unfavorably affected.



LBPEA FINANCIAL STATEMENTS

LBPEA Audited Financial Statements(internal) will be released this December 2010. However, the NEB is on the process of looking for an auditing firm to conduct audit on the financial operations of LBPEA.

The financial books were set-up by Sonia Brotarlo-Director for Visayas on October 2010. Monthly financial statements from commencement of LBPEA operation on January 2008 were made.


UPDATE ON BENEFITS

1. HF Dividend

Pres/CEO GEP announced during her SOBA the release of HF Dividend this November. Corollary to this, the PF Board approved on November 19 the release of HF Dividend on November 27 through payroll account.


2. Benefits for December

LBPEA NEB on its meeting last November 18 prepared a Letter Request addressed to Pres/CEO GEP for the release of the same benefits received on December 2009.

LBPEA NEB did not specifically mention the benefits we received last December 2009 on its letter request to the management. There were benefits last year given one-time only.

In order to avoid giving false hope to the employees, I wont name the benefits given. Let us wait for the action of the management on LBPEA's request. I hope you understand. Thank you.

mam salamat sa info. may comment lang aq tungkol sa salary increase natin. nasabi nyo kc na "neb is planning to submit follow up letter with DBM. sana gawin nyo na ngaun para malaman agad ang stand nila tungkol sa increase natin. anyway pwede naman ipresent ung existing compensation plan natin(CP3) vs SSL3 ngaun na obvious naman na napag iiwanan na tayo salungat sa intention na pagka exempt natin sa salary standardization law. di ba meritorious ang reason na ito? salamat po.

As we all know, EO 7 with moratorium on any increases is still in effect however it will end this December. If we make our follow-up at this time, we are sure that DBM will make EO 7 as an excuse for not acting on our pending salary increase.

Thus LBPEA NEB deemed it reasonable to make our follow-up once the moratorium on EO 7 is lifted.

Ms Sonia, is there a definite time pa malaman yung result ng request para sa benefits for this December? I mean, may time line ba yung approval/denial ng request ng benefits?
Hopefully malaman na natin kung may makukuha pa tayo before the end of November and 1st week ng December...

So far in all benefits which LBPEA requested from the management, we did not give any time line as it is improper. Hindi pa po tayo nakakasiguro kung meron pa. Hintayin na lg po natin kasi ang iniiwasan po na mautangan in advance.

The moratorium of salary increases as provided for under Sec. 9 of EO 7 is indefinite as to when it will be lifted. Its imposition stays until specifically authorized by the President. What is definite is the suspension of allowances, bonuses, etc. of the BODs of GOCCs/GFI where a timeline is set until December 31, 2010. We will just hope that the turn of events from hereon will work to our advantage... Remember, there is a pending issue of said order with the court which may be ruled any time now.

The stand of the CEOs of affected GOCC in adhering to EO 7 is understandable because they serve at the pleasure of the president. The same is true with the BODs, they cannot afford to be "pasaway" for obvious reasons.

Good morning Madam!

With the welfare of the rank-in-file in mind, I am again writing you to suggest something of general concern.

Lately, interest rates on loans went down to significant levels. For the period Nov. 23-30, 2010, prime rate which is the usual benchmark in pricing commercial loans stands at 3.369%. With this development, interest of bank deposits have been lowered. Likewise, interest rates charged by commercial banks, LBP included, is also low. In fact, loans of SMEs and other conduits may now be priced at interest rate as low as 7% p.a. Incidentally, this is also the existing interest rate of our PF Multi Purpose Loan.

If my memory serves me right, it was in 2006 when interest rate of said PF loan was lowered to 7% p.a. During that time, market rates are quite high. Prime rates then ranged from 6%-9%.

With this circumstances and considering that members of NEB sit in the board of PFO, I suggest that they will move for the lowering of the interest rates of PFO loans.

I am always banking on your strength of mind in pursuing moves for our betterment. Thank you very much..

I stand corrected Atty. Semaj...thanks! I agree with you that the moratorium under Section 9 of E.O. 7 is indefinite. I hope this EO will be declared unconstitutional.

On your suggestion to request reduction of PF interest rate, I will present this matter to the LBPEA NEB in our meeting this December.

Excerpts from Executive Order No. 7

SECTION 7. Creation of a Task Force on Corporate Compensation. – A Task Force on Corporate Compensation (TFCC) is hereby created to undertake the review of all remuneration granted to members of the board of directors/trustees, officers and rank-and-file employees, as well as discretionary funds of GOCCs and GFIs, to be composed of the Office of the President as Chair, and the Department of Budget and Management, the Department of Finance, and the Civil Service Commission as members. The TFCC shall perform the following:

a. Prepare an updated inventory of the salaries, allowances, incentives, and other benefits, under both direct and indirect compensation, given to all members of the board of directors/trustees, officers and rank-and-file employees, whether covered by or exempted from R.A. No. 6758, as amended, including those received from subsidiaries and private corporations, if any, as well as discretionary funds;

b. Categorize all remuneration granted to members of the board of directors/trustees, officers and employees of these entities in accordance with the Total Compensation Framework in Section 3 above, and those considered as indirect compensation under Section 5 hereof; and,

c. Formulate and recommend measures to rationalize the compensation system and the use of discretionary funds in specific GOCCs and GFIs, including putting a cap on total compensation. The TFCC shall submit a report on its findings and recommendations to the President within 90 days from issuance of this Order.

SECTION 8. Submission of Information on All Personnel Remuneration. — All GOCCs and GFIs shall submit to the TFCC, information on all salaries, allowances, incentives, and other benefits under both direct and indirect compensation, granted to members of the board of directors/trustees, officers and rank-and-file employees, as well as discretionary funds, in a format to be prescribed by the TFCC, certified correct by the Department Secretary who has supervision over the GOCC/GFI.

SECTION 9. Moratorium on Increases in Salaries, Allowances, Incentives and Other Benefits. – Moratorium on increases in the rates of salaries, and the grant of new increases in the rates of allowances, incentives and other benefits, except salary adjustments pursuant to Executive Order No. 8011 dated June 17, 2009 and Executive Order No. 900 dated June 23, 2010, are hereby imposed until specifically authorized by the President.

SECTION 10. Suspension of All Allowances, Bonuses and Incentives for Members of the Board of Directors/Trustees. – The grant of allowances, bonuses, incentives, and other perks to members of the board of directors/trustees of GOCCs and GFIs, except reasonable per diems, is hereby suspended for until December 31, 2010, pending the issuance of new policies and guidelines on the compensation of these board members.

The net take home pay required for APL renewal is only P3,000.00 while for Loan Refinancing it is P4,000.00.
