It has been two (2) years and six (6) months that this website was closed.  Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.  
 
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA.  Thus  here I am re-opening the website pro hac vice for my grand exit. 
 
This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me.

It is in apologetic tone that I am writing this "PAGKAKAISA".  What has been done could no longer be undone..we could only learn from it.

The NEB made a collegial a decision on how to handle a similar situation which Pres. Allan accepted. He humbly apologized for what happened and took full responsibity.  After that meeting with top management, the NEB held a no-holds barred session discussing what happened, what to do and not to do the next time that a similar meeting happens.

It is understandable that we are all frustrated because what was given to us is not what we expected it to be and that our salary increase is still hanging.

So to assure you that we are doing something, the NEB and the Unit Representatives at the Head Office held a meeting last August 7...this is what we came up with: PAGKAKAISA Lbpea_10

Hindi po ito ang oras para tayo ay magkawatak watak kaya ako po ay nanawagan ng ating "PAGKAKAISA". Ipakita natin na kaya nating harapin ng sama sama ang suliranin ng ating asosasyon. Kung nagkamali man ang ating pangulo sa nakaraan pagbigyan natin sya ng isang pagkakataon na maipakita na sya ay karapat dapat pa.

RATIONALE FOR REQUESTING LBP TRANCHE 4:

1. It seems that PNOY is not bent on approving the CPCS despite several actions of KAMAGGFI.

2. There were pronouncements from Pres Noy and Sec. Abad that there is no salary increase for government workers. While it may be true that this is only applicable to national agencies, the wait for LandBankers is so long already from 2012 until now we are not sure if Pres Noy would indeed approve the CPCS considering that other GOCCs and GFIs have fully implemented their increases simultaneous with SSL3. Only LandBank has partial implementation because we are only up to the 3rd tranche.

3. This is one way for us to inform PNoy, DOF, DBM that LBP's pay plan remained interim.

4. So while we are supporting KAMAGGFI on the CPCS, we would do something for the implementation of our 4th tranche so that even if it would take until 2016 for PNoy to approve the CPCS as long as our tranche 4 is approved it would be best for us.


Below is the draft I prepared for our petition, this is still subject to change:

PETITION TO IMPLEMENT LANBANK SALARY SCALE TRANCHE 4

    We, Landbankers, hereby express our unified appeal for the implementation of our 4th tranche Salary Increase.  

    Our Interim Pay Scale Increase approved on July 4, 2011 provided for a retroactive increase from July 1, 2009 which corresponds to the inception of 1st tranche SSL3 and 10% increase from June 1, 2011 simultaneous effectivity date on the 3rd tranche of SSL3.

    LandBank’s pay plan was not fully implemented as it was only up to the 3rd tranche.  Consequently, majority of the employees no longer receive step increment for having reached the maximum step on the pay scale.  There is no salary increment which would serve as buffer to cushion the impact of erosion in the purchasing power of our salary.  

    Amidst the rising prices with no salary increases, we are left helpless to bear the brunt of inflation and increases in prices of basic commodities.   Our net pay is not enough to feed our family and sought refuge from lenders to be able to fill in the gaps.

    Other government workers in the national agencies and GOCCs/GFIs have fully implemented their salary increases on or even before June 1, 2012 being the 4th tranche implementation of SSL 3 per Executive Order No. 76 dated April 30, 2012.  While we patiently waited since 2012 for the approval of the CPCS/compensation study recommended by the GCG as provided for under R.A. 10149.  The CPCS would supposedly complete the 4th tranche of salary increase for LandBank.  

    Unfortunately, the wait was in vain because until now the CPCS is left unacted and even aggravated by news in the broadsheets that no salary increases for government workers until 2015 .  

    We are now demanding for the implementation of our increase in pay scale 4th tranche as provided by law under Senate and House of Representatives Joint Resolution No. 4 which prescribed a four (4) equal yearly tranches starting July 1, 2009, to wit:


  • (13) Implementation—For national government employees, the Salary Schedule in item (4)(b) and the Base Pay Schedule in item (Cool shall be implemented in four (4) equal yearly tranches but in no case beyond four (4) years: Provided, That the initial implementation shall take effect July 1, 2009.

    For GOCCs/GFIs and LGUs, the implementation period shall be at least four (4) years depending on their financial capabilities: Provided, further, That the initial implementation for GOCCs/GFIs shall take effect July 1, 2009 and in the case of LGUs, January 1, 2010.


We are invoking one of the Governing Principles under Section 9 of the RA 10149 the GOCC Governance Act of 2011, as follows:


  • (a) All GOCC personnel  shall be paid just and equitable wages in accordance with the principle of equal pay for work of equal value. Differences in pay shall be based on verifiable compensation and position classification-factors in due regard to the financial capability of the GOCC;


      Land Bank of the Philippines has maintained its position as top remitter in terms of dividend remittance to the government since the GOCC Dividends Day started.  Remittance in 2012 was P5B, in 2013 was P6.241 and P6.298 in 2014.  

    The strong financial performance of the bank reflects the dedication and hard work of the LandBankers.  We are only asking a fair and reasonable pay due to us under the principle of social justice and equal pay for work of equal value through the approval of the last tranche of our pay scale.

LBPEA is now in a difficult situation particularly with the renegotiation of CNA with management just few weeks from now. Speaking As an LBPEA Officer for so long already, it would be difficult for us to face the management and negotiate for the welfare of the ranks if we have leadership problem. Thus, personally I dont support the idea of change in leadership at this time. I may not agree with what Pres Allan did but for the sake of solidarity I will give him another chance to prove that he deserves his post.

With due respect, parang formality lang yang CNA. Bakit? kasi halos lahat naman ng negotiable items ay mga minute issues lamang sa kadahilanang di naman saklaw ng CNA ang mga bagay bagay na isinasaad ng batas. Isa pa, yung mga provisions na importante, di naman sinusunod ng management kadalasan.
 
Duon sa move ni Ms. Sonia pushing for the approval of IPP Tranch 4, magandang balita po ito para sa ating lahat...Pwede nang pirmahan yan ng NEB at ipadala na agad sa mga kinuukulan..Pero mas maganda pa sana kung malaman natin muna kung ano ba detalye ng IPP Tranches 1-4 components para mas maganda ang ating argumento. Nakatago pa rin ba ito? Di ba sabi ng CNA natin na may "Freedom of Information" tayo sa mga bagay na patungkol sa kapakanan natin na empleyado ng LBP?

Tama si Maam Sonia, suportahan na muna natin ang incumbent officers, kahit man nagkamali siya. Bigyan natin ng pagkakataon si Tecson at para naman makabawi. I push natin ang petition ni Maam Sonia sa broadsheet para mabasa ni Pinoy at ng mga officer ng LBP
