LBPEA ADVISORY-January 27, 2014

It has been two (2) years and six (6) months that this website was closed. Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.

With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA. Thus here I am re-opening the website pro hac vice for my grand exit.

This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me.

Madam Sonia, will this include the UNTOGs?

Unfortunately for us who belong to the UNTOGs will not benefit from this. The only remedy for us is for the CPCS to be implemented.

It would take the whole GOCCs/GFIs to work together to pressure the government to implement the CPCS. Personally, I dont think PNoy would approve at this time the salary increase of only 1 agency and disregard the rest of GOCCs and GFIs who like us are also expecting for salary increases. This scenario would be chaotic.

If this is the case, and if situation persist, there will be time that the rate of those UNTOG will be equal than those who are new. This absolutely UNFAIR. If every year, MIP 1 will be approved and only those who are not yet UNTOG can benefits, then UNTOG will be deprived of such benefits. This is COMPLETELY UNJUST BCOZ THE PRICES OF COMMODITIES THAT UNTOG WILL PURCHASE WILL BE THE SAME PRICE AS THAT OF WHO ARE NOT UNTOG. ANG SAKIT MGA PARE AT MARE.

Oo nga naman.Bakit iyong ibang agency nang mag-implement ng SSL ay walang nauntog kahit iyong mga matagal na sa serbisyo.At saka bakit pati iyong mga dati na nating tinatanggap ay kailangan pang may GCG approval?Baka sa susunod pati suweldo natin pa approve na natin sa GCG.He he tanong lang po.

Most of the NEB are already in the UNTOG and more than 40% of the employee population are in this category.

The only solution for this is the implementation of CPCS which must be approved by PNoy because the LANDBANK BOD has no power to grant us salary increase anymore. All the GOCCs/GFIs are already clamoring for salary increase thus it seems impossible for PNoy to approve only the salary increase of LandBank.

This is not the same situation before in 2011, it was only LANDBANK which has pending request for salary increase thus the focus of Malacanang was on us. The present situation is different all the GOCCs/GFIs have pending salary increases in Malacanang.

LBPEA is closely coordinating with KAMAGGFI for our next move. We are an association and we decide as a group. Hindi po ako pwede manguna kasi may President tayo sa LBPEA na sya ang dapat manguna at may NEB tayo na nagdedecide para sa kapakanan ng lahat.

Why GCG clearance is sought? as explained to NEB by the management, the GCG requires all the GOCCs/GFIs to seek prior clearance before granting employees' benefits.

para sa akin tama si mam sonia na we belong to an association, like lbpea & kamagfi and we should act as a group pero para sa akin sa lahat ng miyembro ng kamagfi isa tayo sa mga kawawa. kahit pareho pending ang request ng salary increase natin, patuloy namang tinatamasa ng ibang GOCC yong malalaking bonus at benefits nila with or without the clearance of GCG. kung pagbabasehan natin yong COA report, sa bonus pa lang mabubuhay na sila, in short hindi na nila kailangan yong salary increase.

hindi ko na tatanungin kung bakit ganun, anyway may pending disallowance yon sa COA, but hindi rin madali sa COA na pagbayarin ang mga empleyado ng mga GOCC kasi may due process pa rin yon. At least they have already enjoyed the benefits that they think they deserve to have, saka na yong pag refund.

ang bottomline nito ay, kahit iisa tayo under kamagfi at lbpea, iba-iba yong sitwasyon ng bawat meyimbrong GOCC at iba iba rin yong solusyon, like the UNTOG, hindi to common to all GOCC, so kung walang implementation ng salary increase hindi to masakit sa kanila. even sa hanay ng lbpea, hindi rin lahat untog so yong common good na sinusulong ng lbpea ay hindi masyadong naramdaman. may collective effort pero yong resulta ay para lang sa iilan.

ito lang ay sa aking pananaw, kahit iisa tayo with kamagfi sa kanilang adhikain, tama rin siguro na isulong natin ang ating sariling adhikain bilang isang malayang bargaining unit. dahil sa huli, kapakanan ng bawat miyembro ng lbpea ang ating binibigyang halaga. with 6 billion remittance last 2012 and other remittance to the national govt for 2013, hindi naman siguro tayo mahihiya makiusap sa pangulo na sanay e consider niya yong hinihingi natin. hindi naman siguro kalabisan yong hinahangad natin ang wastong sahod na naayon rin sa bigat ng responsibilidad ng ating trabaho.

sa lbpea at kay mam sonia, alam namin na hindi madali yong trabaho pero hindi kayo nag iisa. sabihin nyo lang kung ano yong dapat namin gawin at maasahan ninyo ang aming suporta. kung mag black every friday, ok kami. kung sasabihin ninyo na magsagawa tayo ng peaceful rally, then pupunta kami kahit akay akay pa namin ang aming asawat anak. hahahahahaha. kawawa naman noh? at sa ating pagdarasal ibibigay yan ng Panginoon sa tamang panahon.

I am here as Director for Visayas. I am not your LBPEA President nor your LBPEA Information Officer thus I will answer your queries within the limited confines of what I know.

As far as I know LBPEA has no copy of the approval by the GCG of our MIP1 this year.

We have copy of the GCG memo dated May 15, 2013 addressed to Madam GEP denying LandBank's request for a ONE-TIME ALTERNATIVE REWARD for LBP Personnel who were excluded from the implementation of ONE-STEP SALARY ADJUSTMENT.
