It has been two (2) years and six (6) months that this website was closed.  Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.  
 
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA.  Thus  here I am re-opening the website pro hac vice for my grand exit. 
 
This is the medium where you first knew me and this is where I want to personally reach out to you to express my deepest and heartfelt “THANK YOU” for all the years that you trusted me.

REPORT ON LBPEA NEB MEETING FOR FEBRUARY 21-22, 2013

The LBPEA National Executive Board held its 2nd Regular Meeting for 2013 on February 21-22 at the LANDBANK Plaza.

I. AGENDA of the meeting:

1. Confirmation/Approval of Minutes of the previous meeeting
a. GCG Position- Board Resolution No. 2013-01-02 dated 1/7/13
b. Creation of Task Force GCG
c. Official Website of LBPEA_2013-2017(Facebook Account)
d. Election of Regional Governors & Sectoral Representatives
e. LBPEA Projected Income & Expense for CY 2013
f. Other Matters:
-Union Leave
for r&f who will attend hearings on employment related cases
-Information Dissemination
-HMO
-Regular Meeting every 2nd Thursday-Friday of the Month
-Creation of Committees

2. COMMITTEE REPORT-
The Results of Elections for Regional Board in different areas were reported by the National Directors who conducted the elections and meetings. Visayas Director Sonia Brotarlo and Southern Mindanao Director Christian Harvey Wong were able to finish the conduct of elections in their respective areas.

Schedules/Concerns for the conduct of elections were also presented by Directors in other areas.

3. KAMAGGFI
Discussion on the role of KAMAGGFI and participation of LBPEA was made to inform the body of the importance of our external alliance. According to our representatives in the KAMAGGFI, it was mentioned during their meeting that the GCG created a consultative council wherein KAMAGGFI occupies 2 seats. This will provide the labor unions to have voice or representative in the council which GCG will consult on matters affecting the welfare and benefits of the labor force.

4. OTHER MATTERS:

a. MIP2 & MIP3

LBPEA through its Board Resolution No. 2013-02-01 requested the management for the implementation of MIP2&MIP3 in lieu of the PBB.

b. SIP/ERP
Board Resolution 2013-02-02 was unanimously approved and signed by the body wherein request for the approval of Early Retirement Program for 15 yrs regardless of age was made.

c. Rice Allowance
There were complaints received in various areas regarding our rice procurement under MSI. In this regard, the Directors were requested to submit written complaints for LBPEA to elevate the matter to the management.

d. Facebook Page of LBPEA
A minor squabble which recently happened on LBPEA Official FB page was settled during the meeting. There was an agreement that only comments will be deleted by the Admin but not the member.

e. Loyalty Award
On a recent meeting between LBPEA and management, procurement problem on the watches and gold ring was mentioned. The company who provided the tissot watches before could not cope up with the volume. On the 15 yr loyalty, the management is still looking for manufacturer to produce the gold rings worth P15T/each.

e. Admonition/Reprimand
A meeting is yet to be scheduled between LBPEA and the Heads of Legal Department and the Accountability & Assessment Committee(AAC) to discuss this matter on Admonition/ Reprimand.

f. Proposals:
*Jovita Maligad Proposal to assist in the preparation of LBPEA FS was approved by the body

*Christian Harvey Wong Proposals for the following were approved by LBPEA NEB:
-to request from the PF Board 3 months moratorium on the payment of PF loan
-to request from LandBank management moratorium on common personnel upgrading or promotion constraints i.e. negative BUE, parameters shortfall etc for one year
-temporary suspension to use of work volume analysis and rationalization of some positions that presently result to excess in personnel in the different units of the bank

II. BENEFITS WITH PENDING REQUEST:
1. Step Increment awaiting GCG Approval
2. CNA Incentive retro from 2011-2013 at P25K/yr per DBM Circular
3. Increase in RATA per DBM Circular
4. 50K Anniversary Bonus for GCG Approval

may memo daw galing dbm re pbb 10,000 to be given this march and 15% increase sa basic pay natin to be given on june... ang tanong kasali ba tayo diyan? kailangan pa ba ng clearance yan ngayon galing naman yan sa dbm at di po ba ang gcg is no higher than dbm?... at isa pa hindi na yata applicable ang term na EXEMPTED ngayon kasi iisa na lang yong batas na sinusunod natin ngayon... ano na naman kaya ang excuse diyan?

Please be informed that the DBM has not released a memorandum related to the PBB, indicating that government employees will only be receiving P10,000 in March 1, 2013. The amount that each employee will receive is not across-the-board, rather, dependent on individual and bureau performance. If you want to know more about the PBB, please visit this link: http://www.gov.ph/pbb/.

There is also no memorandum released about a 15% salary increase by June 2013. We are still following the Salary Standardization Law III, the 4th tranche of which already took effect last year.

MIP 2 & MIP 3 in lieu of PBB... MIP 2 yan yung base sa ranking natin dba? and then MIP 3 is the profit sharing.

if they replace PBB with MIP 2 & MIP 3, sana yung MIP 2 natin, pareho ang paraan ng pag rank sa PBB, wherein only 10% ang hindi mka tanggap. correct me if im wrong, yung MIP 2 natin, only 40% lng of the unit ang nkakareciv, tama po ba? sana gawin nilang pareho ang systema sa PBB na only 10% of the unit ang hindi mkakatanggap.

With regards to the ACA/PERA, we all know na hindi tayo kasali sa DBM CIrcular wherein it is increased to P1000-ACA and P1000 PERA kasi nga we have our own charter. Pero hindi po ba ang pag increase nito ay na sa discretion ng management, why not LBPEA request for this increase, other agencies like LBP ay nka pag increase na rin ng ACA/PERA nila, one of which is Philhealth.

Sinagot na po tayo ng DBM sa query natin regarding ACAPERA may memo po sila na pinadala sa LBPEA last year pa po at nakasaad po doon na hindi tayo included sa binigyan ng increase dahil isa nga po tayo sa mga agencies na covered ng EXCLUSIONARY provision ng DBM Circular.

I also stated that it's a management discretion...


Naku mali po ang pagkakaintindi nyo Mam Jean Grey hindi po management discretion yan DBM po ang may discretion sa DBM Circular na pinalabas nila kaya po sinagot nila tayo na hinid nga po tayo entitled sa ACAPERA. Ang management po natin ay implementing arm lang po wala na po sila discretion to approve our benefits only the GCG and DBM ang nagpapalabas ngayon kung anong mga benefits ang pwede ibigay at kung anong agencies ang pwedeng bigyan.

Ang sinabi mo po na discretion ng management ito po ay totoo bago lumabas ang GOCC Act. Nang mag upo ang GCG noong July 2011 nakuha po sa management natin at ng mga GOCCs/GFIs ang discretion at power nila under the charter to approve benefits.

Dalawang taon na po natin pinag uusapan dito sa website ang power po ng GCG at ang pagkawala po ng bisa ng ibang provisions sa charters ng mga GOCCs/GFIs kaya nga po may KAMAGGFI na pinag uusapan tayo dahil kailangan natin makipagtulungan sa ibang agencies para sa ating mga benepisyo.

Uragon: thanks for your query and I wish you are ok..
According sa LBPEA representative natin sa KAMAGGFI wala pa daw specific date na binigay ang KAMAGGFI kung kailan ang dialogue nila with the GCG kasi hindi natuloy yong schedule nila this February.

As far as LBP is concerned and as reported by our LBPEA President during NEB Meeting may positive development naman daw ang pag uusap ng management with the GCG kaya nagpalabas ang LBPEA to suspend the wearing of black until further notice. Hintayin natin this March kung may ipapalabas na memo ang GCG only then masasabi natin na successful ang pag uusap na iyon.

At the time of issuance of DBM Circular 2009-3 which provides for the increase on PERA to P2,000.00, neither the GCG nor the GOCC Act had existed. What is prevailing then is the power of LBP Board to implement compensation packages of employees subject to some requirements. The same is also true to other SSL-exempt GOCCs. This must be the reason why the DBM Circular’s Exclusion on its coverage mentioned that “gov’t. agencies which are authorized by law to adopt, and are actually implementing their own compensation and classification systems” because at that time, even without said circular, these GOCCs not covered by SSL could grant increases on PERA even beyond the P2,000.00. Ang problema lang, di ito napagtuunan ng pansin sa rason na sila lang ang nakakaalam .

Atty Blitz: thanks for your query..I asked one of our representatives to KAMAGGFI- VP Shirley awhile ago she said they made follow up with KAMAGGFI about it but then there was no schedule given yet as of this time. In other words, hindi natuloy ang meeting nila this February with the GCG.

At the time of issuance of DBM Circular 2009-3 which provides for the
increase on PERA to P2,000.00, neither the GCG nor the GOCC Act had
existed. What is prevailing then is the power of LBP Board to implement
compensation packages of employees subject to some requirements. The
same is also true to other SSL-exempt GOCCs. This must be the reason why
the DBM Circular’s Exclusion on its coverage mentioned that “gov’t.
agencies which are authorized by law to adopt, and are actually
implementing their own compensation and classification systems” because
at that time, even without said circular, these GOCCs not covered by SSL
could grant increases on PERA even beyond the P2,000.00. Ang problema
lang, di ito napagtuunan ng pansin sa rason na sila lang ang nakakaalam .

Nganga na naman pala tayo he he he atty. Blitz bakit yong RATA ay
ibibigay na daw ng Management eh DBM circular lang din yon..bakit ang
ACA/Pera DBM circular lang din..ano po kaya ang pagkakaiba noon?

So now, do you get my point? And isa pa, we are a GOCC na mga empleyado ang nagkakayod for the bank's income and we cant increase our ACA/PERA. samantalang yung ibang gov't agencies, hindi earning, eh at P2,000 na ang ACA/PERA, example is NEDA.

msangola: I think the reason why LBP is not covered by the increase on PERA of P2,000.00 is because DBM Circular 2009-3 is express in saying in item 4.1 that: xxx positions for civilian personnel in government agencies which are authorized by law to adopt, and are actually implementing their own compensation and position classification sytem are EXCLUDED xxx Considering that LBP at that time has its own compensation system, it follows therefore that it is not covered by the said Circular. This is not the case with respect to National Budget Circular No. 546 which prescribes the rules on the increase on RATA because this Circular is addressed to agencies of the National Government including Government-Owned or –Controlled Corporations (GOCCs) and Government Financial Institutions (GFIs) like LBP. There is no express exclusions indicated nor any distinction on GOCCs covered whether SSL-exempt or not, hence LBP is covered

As I have indicated in my previous post, It is my opinion that the reason why DBM Circular 2009-3 expressly excluded SSL-exempt GOCCs or gov’t. entities is because of the simple reason that any increase on compensation and other financial matters is within the authority of the BODs. In other words, kung ginusto ng management na magbigay ng increase sa PERA nuon na panahon, nasa kanila na kasi may authority sila then kahit wala ang DBM Circular na yan…

I agree with you jean grey...I thought all landbankers are professionals, hnd pala lahat....! sadyang may mga tao tlg na parang bata mag-isp..kapag nireremind to observe professionalism, humihingi naman ng SORRY, pero hnd naman nagbabago....mahirap talaga magdisiplina ng MATANDA NA oi..

Madam Jean Grey for your information msangola is from the head office nag iisang tao lang sya at walang duplicate.

Regarding the issue on ACAPERA, I wrote Ballsy Aquino about this before but then walang nangyari kasi nga ang sagot ng DBM per Circular nila hindi po tayo entitled. Matagal na din hiningi ito ng LBPEA sa management subalit ayaw nilang magbigay dahil ang stand nila na per DBM hindi tayo kasama doon so ang sagot nila wala silang pagbabasehan sa pagbigay nito. Si Dan Daa ang Assistant Treasurer ng LBPEA ay sumulat din sa DBM at nakapost nga sa FB ang sagot ng DBM na hindi tayo kasama doon sa circular na iyon. Ano pa ba sa palagay mo ang mabuti nating gawin para ibigay ito sa atin? Kasi kami sa LBPEA nagawa na namin lahat.

For msangola nagpapasalamat ako sa participation mo dito sa website pero sana man lang wala lang sakitan ng loob kasi pare pareho naman tayo na nag tatrabaho sa landbank na mag eenjoy ng mga benefits na pinaglalaban natin.

Mag stick lang sana tayo ISSUE wala lang batuhan ng maaanghang na salita. Hindi kailangan dito ang mga tao na walang magandang maibibigay para sa ikabubuti ng lahat.

One reason na minsan hindi ako pumapasok sa website kasi sumasakit ang dibdib ko sa mga comments nyo. P33 per month lang binabayaran nyo pero kung maka comment kayo eh mukhang you own the LBPEA Officers. Sobrang bigat sa totoo lang dalhin ang mga tao dito sa website especially sa ibang areas. If only I have to focus in my area sa Visayas wala ako masyadong problema. Kunsabagay I wont stay long sa LBPEA because I have other plans. I am giving you with all sincerity the best of what I can give to this website and to LBPEA while I am still here.

I would like to give this WARNING that should the sarcastic comments continue I will delete anyone of you inorder to maintain peaceful and orderly exchange of ideas in this website.

Blitz......thanks maam Sonia....to jean Grey pasensya na akala ko kasi joke lang ang issue mo eh sori ha.....kasi sa tagal ko na dito sa website yong usapin ng ACA/Pera matagal ng ipinaliwanag yan ni maam sonia at batman eh pero naiintindihan kita baka absent ka noong nag post sila...sori jocal sign off muna ako at magsibak pa ako ng kahoy eh.......pasesya na maam sonia ha pero minsan naisip ko yong iba kung mag comment akala mo kanila nga ang LBPEA parang napakalaki nga ng contribution nila para mag comment na akala nila eh pinababayaan sila....tapos ang gusto nila sumang ayon sa gusto nila di ba pwede may komontra.....
