It has been two (2) years and six (6) months that this website was closed. Many were disappointed with the closure but we have to keep up with the fast changing technology - facebook and twitter, among others.
With the remaining one month and a half of my stint as Director for Visayas, I have been ruminative as to the manner of my “consummatum est” in LBPEA. Thus here I am re-opening the website pro hac vice for my grand exit.

| Bicam approves GOCC bill By Maila Ager INQUIRER.net Posted date: May 11, 2011 MANILA, Philippines—The congressional bicameral conference committee has approved the GOCC Governance Act of 2011 aimed at putting an end to the alleged excessive pays and other abuses in government corporations. GOCC stands for government owned and controlled corporations. "Today, we have approved a landmark legislation which will finally put to an end what we've seen in the past, the abuses made by the GOCCs," Senator Franklin Drilon, chairman of the Senate committee on finance, said after a bicameral meeting in the Senate on Wednesday. The bicameral committee report will be submitted to both houses of Congress--the Senate and the House of Representatives--for ratification before it is submitted to the President for signature. Under the proposed legislation, the GOCC Governance Commission (GCG) will be created to supervise the 157 existing government corporations. The GCG, Drilon said, is authorized to review the operations of the GOCCs to determine if they should be abolished or privatized subject to the approval of the President. It will also have the power to review the performance of the GOCCs and professionalize the membership of the GOCC boards. Under the proposed measure, Drilon assured that no manicurist will be appointed in the board, like what happened during the time of former President and now Pampanga Representative Gloria Macapagal-Arroyo. "Because we have in the law a fit and proper rule. In other words, not everyone can be appointed," said Drilon. | Congress is on target as to the enactment of the law. June 2011 ang eyed date for its ripening into a statute. Add the publication and the drafting of the IRR. For sure, the latter will take time. Baka taon pa abutin. Tsaka consider na prospective ang application, so expect the scenario na kung di pa maapprove yung pending pay plan natin, antay na naman tayo sa study na gagawin ng icrecreate na GOCC Governance Commission. | Indeed a prolonged agony!.. Priority ng CGCs commissions ay ang pag rerepaso sa lahat ng mga GOCCs and GFIs for abolishment,, hindi po naka priority dyan yong conduct compensation studies kasi nasa Section 5 ng bill letter E pa yong pay plan. Kaya dapat, pag sabayin nayang mga suggestions natin, publication sa national newspaper, peacefull assembly and the wearing of Black, arm bands every friday.
I just hope, sana dito ngayon, 100% informed mga members. hindi kagaya doon sa position paper natin na it turn out 60% lang yata ang nakapirma.

| This is the dilemma of every landbankers... Seems like we are running out of time for the window na maimplement ang pay plan.. IF this bill becomes a law, wala na talaga taung pag-asa sa pay plan... kawawa naman ang mga landbanker. San na ang union...we really should make a bold/brave move. hirap ang ang tao... buti pa ung ibang mga government agencies may SSL3... ung landbanker... wala... naturingang kumikita ng bilyon bilyon tas ni walang omento sa sahod. | to Juan, i doubt if the officers ay sasang-ayon sa plano nating ito, maybe the middle management ay pwede nating makasama...di ba ang mga nasa taas ang dahilan kung bakit hindi maapprove ang payplan natin dahil sa taas ng kanilang mga sweldo and makes a VERY BIG disparity sa payplan ng mga RnF??? kung kikilos ang samahan dapat ngayon na bago pa matapos ang buwang ito...huwag na nating hintayin pa na maging law ang GCG Bill coz tama si Atty. James, it will just prolong our agony!!! | |
